HomeMy WebLinkAboutPC Min 1983-08-03 . _7 -tl' Minutes of the Seal Beach Planning Commission of August 3, 1983 The Planning Commission met in regular session on VJednesday, August 3,1983 in the City Council Chambers of the City Administration Building. The meeting was called to order at 7:45 p.m. by Chairman Goldenberg, and the pledge to the Flag was led by Commissioner Covington. PRESENT: ABSENT: STAFF: Jessner, Covington, Goldenberg, Perrin and Murphy None Antos The minutes of June 15th, July 6th and July 20th were considered and approved. PUBLIC HEARING NEW BUSINESS A. State Lands Specific Plan Sta ff report presented on the Speci fi c Plan and Q,hanges from the Planning Commission study session on July 20th. Public hearing opened. No one spoke. Public hearing closed. The Commission asked about the architectural review process by the Redevelopment Agency. Staff noted that the Redevelopment i\gency asks the Planning Commission to preliminarily review a project and transmit their recommendations to the Agency. Covi ngton moved approval of the Speci fi c Pl an, seconded by Perri n, and unanimously approved. Resolution Number 1298 A. ,Resolution Honoring Asa Smith Resolution honoring Asa Smith for service on the Planning Commission was presented. Covington moved adoption of Resolution Number 1299, seconded by Jessner, and unanimously approved. Resolution Number 1299 STUDY SESS ION A. Growinl ~1y ~Jay Nursery Site Staff report presented outlining the history of the site, previous commercial development proposals and the current proposal for 50 condominiums. All code deviations were noted in the staff report. Jeff Stone, applicant provided an overview of the project and introduced his architect. A courtyard photo of the landscaping ,and hard surface treatment was also shown. A colored rendering of the proposed project was shown to the Commission. Discussion followed on: View, obstruction, safety to the occupants, location of the project in relation to surrounding land uses, amenities, unit prices, landscaping, compact car parking, in-lieu fees, elevators, stairways, fire safety, City property and lighting. Jessner suggested that the City establish a flat in-lieu fee rather than our current complicated appraisal formula. '-; : t' '). "" REPORT FROM SECRETARY 1. Commission discussed a Council request for a traffic study of Seal Beach Boulevard between Lampson and the San Diego Freeway. The Commi ss i on referred the matter to the City Engi neer with the recommendation to hire a traffic consultant to prepare the study, with a starting date after September 18, 1983. 2. At the next meeting the Commission will adopt a resolution denying V-1-83 at Bll~ Surfside,. 3. At the next meeting the Commission will hold another'public hearing on the re's i denti al overl ay zone. 4. Staff reported on two liquor licenses at Seafood Broiler and Sly Fox RestauranL 5. Letter from Robert Cook, 441 Central, was discussed regarding noise levels and a request for a 5 foot high fence in the front yard set- back. The Commission felt that there was merit in the request. The Commission was of the opinion that there should be a minoy' variance procedure for this type of request. Meeting adjourned at 10:40 p.m. ~~... Recording Secreta ry
