" .. , ~' Minutes of the Seal Beach Planning Commission of September 7, 1983 The Planning Commission met in regular session on Wednesday, September 7, 1983, in the City Council Chambers of the City Administration Building. The meeting was called to order at 7:35 p.m. by Vice Chairman Jessner and the pledge to the flag was led by Commissioner Murphy. PRESENT: Jessner, Murphy, Covington EXCUSED ABSENCE: Goldenberg UNEXCUSED ABSENCE: Perrin STAFF: Antos The minutes of August 17, 1983 were approved as corrected, with the following vote: AYES: NOES: ABSENT: Jesner, Covington, Murphy None Perrin, Goldenberg Discussion Items A. Specific Plans Staff surveyed 10 cities, which included both large and small cities, beach ~ities, old citie~, etc. to determine how they deal with specific plans and specialized zoning in downtown revitalization, and presented the survey to the Commission. The results of that survey indicated that with regard to specific plans: 1) Large new cities use them for large areas (hundreds of acres). 2) Old cities use them for recycling of the old downtown or depressed neighborhoods with or without redevelopment agency activities. 3) Small cities use them in small projects (one or more acres) and in recycling. It was also found that downtown revitalization projects do tend to have: 1) mixed uses, 2) parking distritts, and 3) unique zoning to address specific problems. Staff also presented a report on the existing and proposed specific plans for the City. With regard to the proposed Main Street specific plan, Mr. Covington felt it would be useful to include all commercial property on the northside of the highway, rather than just the southside. Consensus of the Commission agreed with this suggestion. -,",' P.C. Minutes of 9/7/83 Page 2 . Article 17. Specific Plan Provisions was then presented to Commission for their comments. Staff pointed out that the minimum site to be considered for a specific plan shall be two acres, which is the same size for a planned unit development such as the old City Yard and Leisure World Presley site. It_~as also indicated that the density and intensity permitted in the existing zone shall be calculated on a project-wide basis. To a question raised by Mr. Jessner, staff indicated that a review by the Fire Department would be included in development requirements for subdivisions. Staff also ihdicated that a soils report would be included in the preliminary grading plan. Public was then invited to comment. Jim Gilkerson, 1011 Electric Avenue, stated that something should be done regarding commercial parking. Staff replied that there should be something coming out of the Main Steet Study on parking. He indicated that with the information derived from consultants with regard to parking problems on Main Street, that could also be applied to Pacific Coast Highway, Seal Beach Boulevard, Bay City Center, ~tc. e Mr. Gilkerson further noted that businesses such as Bay Hardware should be given consideration as-to their unique needs. Their customers frequent that business for minutes; it is an "in-and-out" business. Therefore, there should be some way to look at individual types of businesses to see what parking requirements should be for them alone. Restaurants, beauty parlors, etc. would obviously need more parking as their customers are present for an extended time. ~ay Covington moved that Art. 17. Specific Plan Provisions be presented to City Council for their comments and recommendation and that staff request a notice of public hearing for October 5, 1983 be set up. Mr. Murphy seconded the motion, which passed with the following vot.e: AYES: NOES: ABSENT: Jessner, Murphy, Covington None Goldenberg, Perrin C) Garage/Carport Policy(taken before item b) Staff indicated that at the last City Council meeting, a recommendation was made to the Commission to find some mechanism to permit carports in special circumstances (for instance when the carport will be placed in a backyard (totally screened from view). Staff presented that new policy to Commission. e , Mr. Murphy asked what is the ratio of garages vs. carports in R-l zones. Staff replied that somewhere around 95% of all proposed parking is fully enclosed garages. ,The carports that are proposed are generally for economic reasons. . e tit P. C. Minutes of 9/7/83 Page 3 Jay Covington suggested that "as the garage/carport policy for the City of Seal Beach" be added to the end of the first paragraph. He also suggested that "and shall not require Planning Commission approval" be added to end of the first condition. He further added that in condition #2, the word "must" be used instead of "shall" and to add the word "and" to the end of subheading "a), b), c) and d)". The last change would occur in condition #3 and would be to add the word "valid" before "determining". All changes were agreed upon by Commission. To a question by Mr. Jessner, staff replied that without this change, carports would have to be handled by variapce procedure and none would be granted because they would not fit those requirements. Staff further pointed out that this is a report that is attached to the ordinance to clarify Planning Commission intent. Jay Covington moved the Commission approve the amended document; Murphy seconded, and motion passed with following vote: AYES: NOES: ABSENT: Jessner, Covington, Murphy None Goldenberg, Perrin B) En tertainrhen't'.~:P~i ts / Staff presented report and standard conditions to be applied to entertainment permits. With regard to :Exhibit A, Entertainment Policy Statement, it was suggested that the last three conditions be moved in front of the first 7 conditions, with the heading "Mandatory Conditions". Due to question raised by Jim Gilkerson, staff researched and found that the site in question was in District I, making information in last report in error. Therefore, the project has been dropped. B) Old Ranch Business Park Report presented to Commission. Since Caltrans performed a complete evaluation of the ErR, it was found that an independent traffic study would not be needed for this project.
