A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEAL BEACH, CALIFORNIA, CONCERNING AIR
POLLUTION AND FALLOUT FROM NEARBY ELECTRIC
POWER GENERATING FACILITIES.
The City Council of the City of Seal Beach does hereby resolve as
follows:
WHEREAS, large electric power generating plants have and are being
constructed in Los Angeles County by Southern California Edison Company
and the City of Los Angeles Department of Water and Power; and
WHEREAS. the aforementioned electric power generating plants are
immediately adjacent to the City of Seal Beach in general and the
Leisure World section (a retirement community) of the City of Seal Beach
in particular; and
WHEREAS, the citizens of Seal Beach are suffering known financial
hardships resulting from air pollution and fallout produced by the
aforementioned electric power generating plants; and
WHEREAS, there is deep concern relating to possible health hazards
resulting from said air pollution and fallout; and
WHEREAS. said fallout and air pollution are the result of burning
oil to develop electric power; and
WHEREAS, the fallout and air pollution problem would be greatly
mitigated or completely eleminated by the use of natural gas in lieu of
oil for generating electric power; and
WHEREAS, the problem and hazards of air pollution and fallout was
rejected by the Federal Power Commission in consideration of natural gas
supplies to serve the area and electric power generating plants; and
WHEREAS. this recent decision of the Federal Power Commission
diminishes the possibility of substantial relief from the damaging
emissions of the Southern California Edison Company and the City of
Los Angeles Department of Water and Power;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SEAL BEACH. CALIFORNIA:
Section 1. The Federal Power Commission reconsider their decision
as it relates to air pollution and fallout, and that the Commission
make every effort to insure that sufficient natural gas is available to
the aforementioned electric generating plants to eleminate air pollution
and fallout.

Section 2. The Federal Power Commission, Southern California
Edison Company, and the City of Los Angeles Department of Water and
Power give recognition to the fact that the generating plants adjacent
to the City of Seal Beach constitutes the heaviest concentration of
electric power producing plants in Southern California, and that the
resultant air pollution and fallout is likewise of an extreme magni-
tude.
Section 3. Every effort should be made by the responsible parties
and agencies to eleminate said air pollution and fallout problems.
Section 4. This resolution be sent by the City Clerk to the
Federal Power Commission, the Los Angeles County Air Pollution Control
District, the Orange County Air Pollution Control Agency. the Board
of Directors of Southern California Edison Company, Board of Commissions
of the City of Los Angeles Department of Water and Power, and the Board
of Supervisors of Orange and Los Angeles Counties, and state and federal
legislative representatives.
PASSED, APPROVED, AND ADOPTED by the City Council of the City of
Seal Beach at a meeting thereof held on the 15th day of August, 1966,
by the following vote:
