A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, A CHARTER CITY, OPPOSING THE CONCEPT OF FEDERAL AND STATE STANDARDS FOR BUILDING REGULATIONS AND PROCEDURES, The City Council of the City of Seal Beach, California, a charter city, does hereby resolve: WHEREAS, the Advisory Commission on Inter-Governmental Relations in its report entitled "Building Codes, A Program Of Inter-Governmental Reform" has recommended a program of federal and state activity includ- ing (1) development of state and model codes, (2) establishment of federal and state testing procedures, (3) establishment of a state board of appeals, and (4) requiring state licensing of inspectors and creation of a state agency to establish minimum staffing and training for inspection services; and WHEREAS, similar proposals have been evaluated and principals found lacking; and WHEREAS, the proposed program will result in a further erosion of home rule principals; and WHEREAS, local legislative bodies have and can continue to most effectively solve local problems; and WHEREAS, the proposed program would limit and prevent local adoption of model codes thereby prohibiting legislative initiative to provide for unusual local conditions, and to modify such provisions as have proved to be unsafe, unsound, ambigious, or in conflict with other local regulations; and WHEREAS, the present model code research programs and procedures for acceptance of safe alternative materials and methods of construc- tion are successful and are constantly being improved to the benefit of local governments, the construction industry, and property owners; and WHEREAS, all segments of the construction industry support the adoption of model codes that can be amended annually to keep pace with new methods, procedures, and industry progress; NOW, THEREFORE, BE IT RESOLVED: Section 1. The City Council of the City of Seal Beach, California, a charter city, is opposed to the recommendations of the Advisory Commission on Inter-Governmental Relations and to any action on the part of the federal or state governments to establish their control over building codes or regulations. PASSED, APPROVED, AND ADOPTED by the City Council of the City of Seal Beach at a meeting thereof held on November 21, 1966, by the following vote: I I ~ . .
