'I(J I A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA REQUESTING AMENDMENTS TO THE STREETS AND HIGHWAYS CODE RELATING TO ADMINISTRATION OF THE GAS TAX STREET IMPROVEMENT PROGRAM. WHEREAS, California State and local governments have worked together to develop the finest network of city streets, county roads, and state highways in the country; and WHEREAS, the principle of home rule or local responsibility in the field of government has proven to be the most effective political concept in nearly every area of governmental activity; and WHEREAS, certain provisions of the Collier-Unruh Act have resulted in a burdensome paper workload which annually costs the State Department of Public Works $1,000,000.00 and costs local administra- tion considerably more than $1,000,000.00 which funds could be used to better advantage for actual street construction; and WHEREAS, the cities and counties of the State of California have competent staff personnel to plan, design, and construct streets and highways to conform with the State-approved standards under the Collier-Unruh Act; NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEAL BEACH AS FOLLOWS: That the Legislature of the State of California be requested and encouraged to amend the Streets and Highways Code of California to provide for: Section 1. Elimination of the matching fund requirement under Section 186.5 of the Collier-Unruh Local Transportation Development Act. Section 2. A program for the certification of local engineering departments having qualified engineering staffs and procedures whereby the geometric and construction standards established by their engineering staffs may be utilized on select system projects if certified by a local engineer to be in general agreement with the State approved standards under the Collier-Unruh Act. Section 3. Extending the accumulation period for Collier-Unruh funds from two to five years with the provision that the City may petition the State Department of Public Works for permission to accumulate funds beyond the five-year limitation to a maximum of ten years. Section 4. Combining the funds and programs of Section 186.1 of the Collier-Unruh Local Transpor~ation Development Act and Section 2107 of the Streets and Highways Code into a single program to simplify administration. BE IT FURTHER RESOLVED: That copies of this Resolution be forwarded to Governor Ronald Reagan, Senators John Schmitz and James Whetmox:e., Assemblymen Robert BurKEl, Robert Badham, John V. Briggs, the Chairman of the Senate Transportation Committee, the Chairman of the Assembly Transportation and Commerce Committee, and the League of California Cities.
