A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEAL BEACH, CALIFORNIA, ESTABLISHING POLICY
RELATING TO PERMITS FOR FIREWORKS STANDS.
WHEREAS, Chapter 9 of the Seal Beach City Code provides that the
City Council reserves the right to reject any and all applications
for selling fireworks which, in the discretion of the City Council,
would be detrimental to the public health, morals, or safety of
the city's residents; and
WHEREAS, the Seal Beach City Code license fees are not required
for an established place of business within the city or for any
religious, charitable, educational, fraternal and philanthropical
organizations (non-profit) within the city (in existence one year
prior to application as determined by t~e City Council);
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SEAL BEACH:
Section 1. Permits to sell fireworks were issued to the
following organizations in 1966:
1. Lions Club of Seal Beach (two stands)
2. Lions Club of Leisure World (one stand)
3. Seal Beach Woman's Club (one stand)
4. Rancho Los Alamitos Rotary Club (one stand)
5. National Scholarship League (two stands)
6. American Legion Auxiliary (one stand).
Section 2. The City Council hereby determines that an
increase in the number of permits to sell fireworks would be detri-
mental to the public health, morals, and safety of the citizens of
the city, and that the number of permits for the sale of fireworks
shall not exceed the number issued in 1966 (exclusive of areas
annexed to the city since that date), and that no organization shall
be issued a permit allowing for more than one location to sell fire-
works. In areas annexed to the City of Seal Beach permits will be
issued .to sell fireworks only in the number equal to the number of
permits allowed within the annexed area by the County of Orange in
the previous year.
Section 3. As a matter of policy the City Council hereby
determines that those who were granted permits for fireworks sales
in 1966 shall have priority in consideration for permits in future
years providing that those who had permits in areas annexed to the
city after 1966 have equal priority for consideration for a permit.
In the event that one or more organizations listed in Section 1
or who had permits in 1966 from the County of Orange for areas
annexed to the city after 1966 shall not apply for a permit to sell
fireworks, the City Council may, in its discretion, issue a permit
to other organizations, provided the total number of permits is
not increased.

PASSED, APPROVED, AND ADOPTED by the City Council of the City of
Seal Beach at a meeting thereof held on the 3rd day of April, 1967,
by the following vote:
