RESOLUTION NO. / S- 31 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, SUPPORTING ASSEMBLY BILL 399 AMENDING THE BRADLEY-BURNS UNIFORM LOCAL SALES AND USE TAX LAW. WHEREAS, The State Legislature has previously approved the concept embodied in Assembly Bill 399; and WHEREAS, Charter cities, as a matter of municipal affairs, are authorized to adopt the provisions of Assembly Bill 399, but general law cities do not have such authority; and WHEREAS, Over thirty-five major chartered cities have adopted a locally-levied and administered cigarette tax, and said cities have a substantial ,percentage of the State's population; and WHEREAS, A locally-levied, state-administered sales tax, with revenues returned to the point of origin would be the most effi- cient method of administration and enforcement; and WHEREAS, Local governmental jurisdictions should be able to expand their tax base in order to handle local problems without state or federal pre-emption; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEAL BEACH AS FOLLOWS: Section 1. The concept of a locally-levied, state administered cigarette tax as provided by Assembly Bill 399 is the best interest of the citizens of the City of Seal Beach and the State of California, and the State Legislature and the Governor are urged to enact Assembly Bill 399 into state law. PASSED, APPROVED, AND ADOPTED by the City Council of the City of Seal Beach at a meeting thereof held on the 3rd day of April, 1967, by the following vote: AYES: NOES: ABSENT: Councilmen Councilmen Councilmen Mayor ATTEST: r:lity Clerk
