A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL
BEACH, CALIFORNIA, A CHARTER CITY, OPPOSING PASSAGE
OF PROVISIONS OF ASSEMBLY BILLS 901 AND 902 RELATING
TO THE ESTABLISHMENT OF LAW ENFORCEMENT AS A MATTER
OF STATE-WIDE CONCERN, ESTABLISHING STATE-WIDE MINI-
MUMS OF COMPENSATION AND REQUIRING LOCAL AGENCIES TO
FURNISH CERTAIN EQUIPMENT TO LAW ENFORCEMENT PERSONNEL.
WHEREAS, Assembly Bills 901 and 902 would provide that law enforcement
is a matter of state-wide concern rather than a local affair; and
WHEREAS, Assembly Bill 901 would establish minimum standards of police
officer compensation, retirement, and fringe benefits for cities
receiving aid under the State Police Officer Standards and Training
Program; and
WHEREAS, Assembly Bill 902 would require cities to furnish law enforce-
ment personnel with suitable firearms, holster, belt, ammunition, night-
stick, handcuffs, foul-weather garments;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SEAL BEACH:
Section 1. To express its opposition to the passage of Assembly Bills
901 and 902 because of the following facts:
1. Establishment of local law enforcement as a matter of
state-wide concern would enable future mandatory bur-
dens on local governments.
2. Future state-imposed mandatory requirements relating
to law enforcement personnel would not need to be
accompanied by revenue from 'the State to carry out
such mandatory obligations.
3.
The Police Officer Training and Standards Program is
now voluntary with 98 per cent of the law enforcement
personnel in the State covered, and the passage of
Assembly Bills 901 and 902 would necessitate many
cities to withdraw from the program because of the
mandatory provisions relating to compensation and
would thereby result in a reduction of training.
4. Compensation of local law enforcement personnel is a
matter of local concern and mandatory minimums or
standards would not consider tax rate limitations and
fiscal ability to meet such standards.

Section 2. The City Clerk is hereby directed to certify to the passage
of this resolution and forward a copy of same to the Governor, State
Senators, and State Assemblymen.
PASSED, APPROVED, AND ADOPTED by the City Council of the City of
Seal Beach at a meeting thereof held on the 17th day of April, 1967,
by the following vote:
