A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEAL BEACH, CALIFORNIA, A CHARTER CITY, AMENDING
THE COMPREHENSIVE GENERAL PLAN OF THE CITY OF
SEAL BEACH AS ADOPTED BY RESOLUTION NO. 1478, TO
PROVIDE FOR A COMPREHENSIVE PARKS AND RECREATION
ELEMENT.
The City Council of the City of Seal Beach, California, a charter
city, does hereby resolve:
WHEREAS, The City Council did, on August 15. 1966, after recommenda-
tion by the Planning Commission and the required public
hearing, by passage and adoption of Resolution No. 1478,
approve a map entitled "General Plan. Seal Beach &
Environs" and a printed text titled "General Plan, Seal
Beach 1985" as the comprehensive general plan of the City
of Seal Beach; and
WHEREAS, The Planning Commission did on August 16, 1967, after
public hearing, adopt Resolution No. 144 approving and
adopting an amendment to the general plan of the City of
Seal Beach providing for a specific and comprehensive park
and recreation element which includes a map and standards
for establishment and development of local or neighborhood
parks and recreation facilities to serve residential areas;
and
WHEREAS, The City Council of the City of Seal Beach, california,
now finds and determines that the adoption of an amendment
to the comprehensive general plan for the City of Seal
Beach to provide for a specific park and recreation element
as submitted and recommended by the Planning Commission,
is in the best interest of the City of Seal Beach and is
consistent with the overall comprehensive plan as previously
adopted, and said amendment should therefore be adopted;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA,
A CHARTER CITY, DOES HEREBY RESOLVE AS FOLLOWS:
Section 1. A specific and comprehensive park and recreation element
for the City of Seal Beach is a necessary part of the comprehensive
general plan of the City and is necessary to guide the future physical
development of the City.

Section 2. The City Council of the City of Seal Beach, California,
hereby adopts the park and recreation element as an amendment to
the comprehensive general plan of the City of Seal Beach, as hereto-
for submitted to it by the Planning Commission, said park and
recreation element includes a map attached hereto and made a part
hereof and the following standards (as recommended by the Planning
Commission) :
LOCAL OR NEIGHBORHOOD PARK AND RECREATION FACILITIES
TO SERVE RESIDENTIAL AREAS
These include tot lots, p1ay10ts, playgrounds, neighborhood parks,
p1ayfie1ds, community parks, and other local parks or recreational
facilities. Where new residential subdivisions or planned residential
communities are being developed, or where existing areas are being
redeveloped to higher residential densities, then there should be
required of the developer the dedication of land, the payment of fees
in lieu thereof, or a combination of both, for such local parks and
improvements.
