A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEAL BEACH, CALIFORNIA, A CHARTER CITY, ESTABLISH-
ING HOURS AND LOCATIONS FOR SURFING PURSUANT TO
ORDINANCE NO. 624 AND RECINDING RESOLUTION NO.
1581 AND ANY OTHER RESOLUTIONS IN CONFLICT HEREWITH.
WHEREAS, Ordinance No. 624 provides that hours and locations for
surfing within the City of Seal Beach be established by resolution.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SEAL BEACH:
Section 1. Padd1eboard and surfboard surfing within the City of
Seal Beach shall be allowed in and restricted to the area westerly of
the prolongation of the centerline of Second Street in said City,
except as provided in Section 3 of this resolution.
Section 2. Paddleboard and surfboard surfing shall be limited
to the above described area between the following hours of the day,
days of the week, and months of the year:
(a) October First to June Fifteenth inclusive -- Winter Schedule.
(1) Weekdays (Monday, Tuesday, Wednesday, Thursday, and
Friday) from 8:00 a.m. to 6:00 p.m.
(2) Weekends (Saturday and Sunday) from 7:00 a.m. to
11;00 a.m., only.
(b) June Sixteenth to September Thirtieth inclusive --
Summer-Schedule.
Daily from 7:00 a.m., to 11:00 a.m., only except as provided
in Section 3 of this resolution.
Section 3. Paddleboard and surfboard surfing shall be permitted
in the area westerly of the east jetty of the San Gabriel River during
the Summer Schedule, June Sixteenth to September Thirtieth, inclusive,
daily from 6:00 p.m., to 8:00 p.m. Padd1eboard and surfboard surfing
shall also be permitted in the area between the prolongation of the
center lines of Second Street and Fifth Street during the winter
schedule-October 1 to June 15 inclusive.
Section 4. The use of "Bellyboards" between the hours of 9: 30 a. m. ,
and 4:00 p.m., every day of the week during the summer 'schedule, June
Sixteenth to September Thirtieth, inclusive, shall be restricted to the
area between the westerly line of the Municipal Pier and Groin and the
extension of the centerline of Seventh Street in the City of Seal Beach,
provided that if in the opinion of the Senior Lifeguard on duty, said
use of be11yboards during said period of time would constitute a
hazard to swimmers and bathers, the Senior Lifeguard on duty shall not
permit the use of bellyboards on any portion of the beach.

Section 5. Definitions.
a. Surfboard is defined as a piece of aquatic equipment,
equipped with a skeg,genera1ly in excess of six (6) feet
in length, which equipment is designed for or may be used
by one or more persons for surf and/or wave riding.
b. Padd1eboard is defined as a piece of aquatic equipment,
without a skeg, generally in excess of five (5) feet in
length which equipment is designed for or may be used by
one or more persons for surf riding or paddling.
c. Be1lyboard is defined as a piece of aquatic equipment
with a skeg, under six (6) feet in length, which equipment
is designed for or may be used by a person for riding surf.
d. Skimboard is defined as a piece of aquatic equipment,
without a skeg, which equipment is designed for or may be
used by a person for riding surf or skimming in shallow
water.
Section 6. Violation of this resolution is a violation of
Ordinance No. 624 and is punishable as a misdemeanor.
Section 7. Severability. If any section, subsection, sentence,
clause, phrase, or portion of this resolution, or the application
thereof to any person, firm, corporation or circumstance, is for any
reason held to be invalid or unconstitutional by the decision of any
court of competent jurisdiction, such decision shall not affect the
validity of the remaining portions of this resolution. The Council
of the City of Seal Beach hereby declares that it would have adopted
this resolution and each section, subsection, sentence, clause,
phrase, or portion thereof, irrespective of the fact that anyone or
more sections, subsections, sentence, clause, phrase, or portion be
declared invalid or unconstitutional.
PASSED, APPROVED, AND ADOPTED by the City Council of the City of
Seal Beach at a meeting thereof held on tie day of
1967, by the following vote:
