HomeMy WebLinkAboutCC Res 1624 1967-12-26 1 I I " RESOLUTION NO. /t;;)1 , RESOLUTION OF THE COUNCIL OF THE CITY OF SEAt [ BEACH REQUESTING THE COUNTY OF ORANGE TO INCLUDE WITHIN THE ARTERIAL HIGHWAY FINANCING PROGRAM THE ACQUISITION OF RIGHT-OF-WAY, WIDENING, AND CHANNELIZATION OF WESTMINSTER AVENUE FROM BAY BOULEVARD TO 1500 FEET EAST OF BAY BOULEVARD. WHEREAS, the City of Seal Beach desires to acquire right-of-way and construct widening and channelization of Westminster Avenue from Bay Boulevard to 1500 feet east of Bay Boulevard. ' WHEREAS, Westminster Avenue is an important artery in the County of Orange and of general County interest, and WHEREAS, Article 2 and Article 3, Chapter 9, Division 2 of the Streets and Highways Code authorizes a County, if it desires, to expend funds apportioned to it out of the California Highway Users Tax Fund for aid to any City in the improvement, construction or repair of a street within a City, and WHEREAS, the Board of Supervisors intends to, by appropriate action, provide in the County budget of the Special Road Improvement Fund for the Fiscal Year 1968-69 a sum of money for the improvement of streets within the incorporated cities of the County in accordance with the Orange County Arterial Highway Financing Program. NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Seal Beach hereby requests the Board of Supervisors of the County of Orange to allocate to said City from County funds the amount of $41,500,00, said amount to be matched by funds from said City, to be used to aid said City in the acquisition of right- of -way , widening and channelization of Westminster Avenue from Bay Boulevard to 1500 feet east of Bay Boulevard, said improvements to be in accordance with the attached project statement; BE IT FURTHER RESOLVED that the Board of Supervisors of the County of Orange is hereby requested to find that said work on Westminster Avenue, in the:manner provided, is in the general County interest. BE IT FURTHER RESOLVED that, by this Resolution, the City of Seal Beach agrees with the basic concepts of the Arterial Highway Einancing Program; and further agrees that its share of the cost of improvements and rights-of-way will be available for the fiscal year 1968-69. RIGHT-OF-HAY REQUIREHENTS Westminster Avenue is included in the County H3ster Plan of Arterial Highways as a Primary Arter:ial. As such the ultimate right-of-way width rcc/uired is 100 feet, On thc portion of Hestminstcr Avenue from the Los Angelcs County line to Bay Boulevard the right-of-way is preGently at ultimate wodth, From ~ay Boulevard to the east city limits at ~olsa ChIca Road the Hestminster Avenue existing rip,ht-of-way \/idth is 80 feet. The proposed wideuinl\ project requires the acquisition of 20 feet of additional right-of-way width, bringinr. it to ultimate, This would be acquired from thc U, S, Naval Weapons Station as 10 fobt strips along each side of the existing street, TRAFFIC Prcsent traffic volume is 15,000. It is anticipated that this \;ill incrcase to 25,000 by 1977. A problem exIsts at the intersection of Kitt3 llighIJay (Naval Weapons Station entrance) which is 850 feet east of Bay Boulevard, Because of existing width restriction to four 12 foot lanes it is not possible to establish left turn storage lanes for access to the base entrances north and south of the strcet. This creates a great deal of congestion and dclay, particularly for westLound traffic. It also significantly increases probabilities of rear end collis'ions and left turn violation of right-of-way accidents, The intersection of Bay Boulevard and Hestminster Avenue is the most troublesome traffic location in the City, All other legs of this intersection have been improved or have been funded for j,mprovement.
