A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEAL BEACH AMENDING THE POSITION CLASSIFICATION
PLAN BY ADDING THERETO CERTAIN POSITIONS RELATIID
TO WATER UTILITY OPERATIONS.
The City Council of the City of Seal Beach does hereby resolve:
The new section of Water Utilities Series shall be added
to the Position Classification Plan:
The three following positions with the job descriptions
and specifications as shown shall constitute the Water Utility
Series of the Plan:
WATER UTILITY OPERATOR
DEFINITION
Under general supervision, to assist in the operation and
maintenance of water treatment and distribution facilities
including pumps, 'meters, storage facilities, and distribution
pipelines and services by performing a variety of semi-skilled
mechanical and operational tasks; and to do related work as
required.
TYPICAL TASKS

Reads and checks recording devices to ascertain that the water
treatment facilities, wells, reservoir and distribution equipment
are operating properly; maintains simple records of operation of
plant, wells, and reservoir; changes recording charts; makes
chlorine residual tests and makes necessary adjustments to
chlorinating equipment; performs routine andpreventative maintenance
to chlorine machines, pumps, electrical motors, meters, tele-
metering equipment, pneumatic valves, and municipal swimming pool
water plant; cleans, paints, and performs maintenance of water plant
buildings; installs Bnd services'water meters for residential and
commerc'ie:l users; repairs distribution mains and facilities on an
emergency'basis when required; maintains and repairs subterranean
valves and vaults; perfor~s minor plumbing tasks on municipal
property as required.,
DISTINGUISHING CHARACTERISTICS
This class differs from the senior l~vel in that overall day-tQ-
day responsibility for water operations is not required except on a
temporary basis'. It differs from the general maintenance man
,classificatien in that it is responsible for a more technical
~outine of task~ and requires a more detailed knowledge of mechani-
cal and ,~quipment maintenance skills.

Resolution Number
EMPLOYMENT STANDARDS
Education equivalent to graduation from high school; possession
of a valid California driver's license and one year of mechanical
and repair experience. Knowledge of the maintenance and minor
repair of pumps, motors, meters and recording devices and ability
to perform same; ability to read a variety of meters and recording
devices; knowledge of, and ability to perform a variety of semi-
skilled facilities and equipment maintenance tasks including
painting, plumbing, lubrication, and equipment repair; ability to
maintain simple records; ability for follow written and ora1
directions and to work under limited supervision; ability to
maintain effective pUblic relations.
SENIOR WATER UTILITY OPERATOR
DEFINITION
Under direction, to serve as working supervisor for all aspects
of routine water utility 'operations including meter reading, plant
and facilities operations, service installations and repair; and to
do related work as required.
TYPICAL TASKS
Supervises the program for the operation of municipal water facili-
ties including pumps, wells, chlorination devices, storage facilities
and pipeline systems; checks recording devices for efficient dis-
tribution and makes necessary adjustments in equipment; supervises
and assists in the proper maintenance and repair of facilities and
equipment; consults with supervisors on water system operations and
improvements; assigns work priorities; orders supplies and equipment
necessary to work performance; developes employee work schedules;
trains subordinates in proper work habits and skills; supervises and
assists in emergency repair operations; maintains effective public
relations with customers; develops and maintains reporting system of
water operations.
DISTINGUISHING CHARACTERISTICS
This class differs from the lower class of Water Utility Operator in
that it requires good supervisory skills and is responsible for a
more varied routine of tasks associated with water operations. It
also requires the supervision of divisional personnel and related
personnel when working on water facilities and requires acceptance
of responsibility for proper work performance by subordinates.
EMPLOYMENT STANDARDS
Education equivalent to graduation from high school and three years
of water maintenance and construction experience related to a munici-
pal water operation. Possession of a valid California driver's
license; knowledge of water system mains, hydrants, meters, and
valves; ability to plan and carry out a work schedule for water
system maintenance; ability to maintain proper records; ability to
supervise the work of others; ability to establish and maintain
effective relationships with the public and fellow employees.

METER READER / WATER UTILITY MAN
DEFINITION
Under general supervision, to read water meters, to change and
repair meters; to assist in the maintenance of water lines and
services; and to do related work as required.
TYPICAL TASKS
Reads consumers' water meters; notes and reports on meter readings;
may make tests on meters to test accuracy; hears and reports
consumer complaints; delivers final delinquent notices and may
assist in personal collections; replaces and installs consumers'
meters when they are faulty or on a prescribed replacement schedule;
assists in installing new water services or repairing mains on an
emergency basis using pneumatic tools, self-propelled implements
and hand tools; performs other water utility maintenance and
repair tasks as required.
DISTINGUISHING CHARACTERISTICS
This class differs from other water utility related positions in
that it is primarily responsible for meter reading and related
tasks rather than plant and pumping operations and maintenance.
It differs from the general maintenance man position in that work
under very limited supervision and the sbility to maintain effective
public relations is required.
EMPLOYMENT STANDARDS
Education equivalent to graduation from high school and one year of
experience in the maintenance and repair of mechanical devices.
Possession of a valid California driver's license.
Knowledge of the tools, methods, and materials used in servicing
and repairing water meters and valves; ability to read guages and
record figures accurately; ability to make calculations rapidly
and accurately; ability to win the confidence of the public, to
understand their questions and complaints, to provide satisfactory
answers; ability to understand and carry out oral and written
directions; good physical fitness; ability to get along well with
others.
