SUMMARY OF REQUEST:
Staff requests that Council adopt the proposed resolution approving the positions of
Emergency Services Coordinator and Community Service Officer m.
BACKGROUND:
Staff recommended to the City Council within the Fiscal Year 2007-2009 Budget
document and workshops, the recruitment and hiring of one, full-time, non-sworn,
employee to take over all community-wide disaster preparedness training, coordination,
Emergency Operations Center development and operations, Community Emergency
Response Team organization and development, and other preparedness efforts as
necessary. .
Salary comparisons to eleven other communities with similar positions, including the
Orange County beach cities of Huntington Beach, Newport Beach, and Dana Point, were
made to create a fiscally realistic yet competitively attractive package.
Staff also recommended the addition of a promotional position of Community Service
Officer ill that will serve as the lead in the current CSO job series to coordinate the
parking enforcement detail. The City Council approved the budget with the
programming of the two positions into the Police Department budget on June 25, 2007
City Council Meeting.

Due to promotions, vacancies, and administrative leaves during the last year, a
Community Service Officer IT has been performing duties that exceed the routine and
journey level duties of the position. In addition to performing the existing duties of the
classification, a Community Service Officer IT has been given greater responsibilities
including that of a training officer, scheduler, recny,ter, screener, statistician, crossing
guard coordinator, and a host of other related responsibilities.
There is a need to reclassify one of the Community Service Officer IT to a lead-position
with a commensurate salary reward (5% over the current rate) and titular recognition for
leadership duties executed. The reclassified Community Service Officer ill position will
perform the full range of duties in the normal CSO classification in addition to regular
and frequent use of technical and specialized knowledge to make independent leadership
judgments and decisions. The lead-position will help eliminate historical staffing
instability and bring a new level of accountability to the Parking Enforcement Unit.
The low cost investment of 5% over the current Community Service Officer IT salary
range will yield tremendous results in the overall productivity of the Parking
Enforcement Unit. Increased efficiency translates to increased revenue generation from
parking citations.

Staffs is requesting City Council approval of the new job classifications and pay ranges
for the Emergency Services Coordinator and Community Service Officer ill positions
and authorize the Personnel Office to commence recruitment.
FINANCIAL IMPACT:
A new salary range is recommended within the Mid-Management employee group for the
position of Emergency Services Coordinator. Salary and benefits for one, full-time, non-
sworn, employee, will total no more than $109,200 under the current salary and benefit
scale. This five-step annual salary range would span $69,600 to $84,599. A 30% non-
sworn benefit package would render a total salary and benefit range of $90,480 to
$109,978. This total package fits within the total $110,700 budgeted.
It is recommended that the Community Service Officer ill range be established 5% above
the position of Community Service Officer IT. This is estimated to be at approximately
$2300 dollars annually. A new pay range would be created within the OCEA employee
group. This Community Service Officer ill, five-step, annual salary range would span
$39,672 to $48,221.

WHEREAS, the City Council adopted the budget for Fiscal Year 2007-08 and 2008.{)9
on Iune 25, 2007; and
WHEREAS, the proposed positions were prognmuned into the Poliee Department budget
for the fiscal years; and
WHEREAS, the Emergency Services Coordinator will be responsible for community-
wide disaster preparedness training, coordination, Emergency Operations Center
development and operations, Community Emergency Response Team
organization and development, and other activities to ensure the Seal Beach
community is well prepared when dealt with emergencies or disasters; and
WHEREAS, the Community Service Officer ill position is the reclassification of one
existing Community Service Officer II position to that of a lead position within
the existing Community Service Officer job series to coordinate the parking
enforcement detail; and

EMERGENCY SERVICES COORDINATOR

DEFINITION
To plan, organize, and coordinate the citywide Emergency Management Program for the
preparedness, response and recovery phases for disasters and national security
emergencies; manages the Police Department Volunteer in Policing (VIP) program;
manages the city Community Emergency Response Team (CERT); manages the city
Radio Amateur Civil Emergency Service (RACES); and performs other duties as
required.
SUPERVISIQN RECEIVED AND EXERCISED
Under supervision of the Chief of Police andlor his designee
ESSENTIAL FUNCTION STATEMENTS - essential and other important
responsibilities and duties may include, but are not limited to, the following;
Essential Functions:
. Develops, prepares and maintains the City's Emergency Management Plan and
supporting documentation such as incident specific plans
. Emergency Operations Center (EOC) Activation procedures and callout lists;
works closely with other City departments and a variety of outside agencies, such
as governments, school districts, hospitals, utilities, and not-for-profit
organizations to develop the Plan
. Reviews legislation and legislative changes to ensure that the City is in
compliance with federal, state and operational area laws and regulations;
recommends changes as appropriate; ensures the City meets eligibility
requirements for federal, state and county reimbursement programs
. Develops and conducts emergency exercises and prepares required FEMA After
Action Reports
. Coordinates plans, training and exercises with other departments and outside
agencies; develops and implements training programs for internal and external
organizations and the public, response and recovery; develops and conducts
emergency exercises to train and test City staff

· Develops curriculum and materials to meet community needs for emergency
preparedness and response training
· Maintains the readiness of the City's EOC at all times; sets up and activates the
EOC for actual emergencies, acting as a technical resource throughout the
emergency; acquires, maintains and tests equipment; maintains supplies; recruits,
trains and directs the work of volunteers, including certified disaster service
workers (CERT); auxiliary communications staff (RACES)
. Volunteers in Policing; and the City Employee Safety Officer Program

EXPERIENCE AND TRAINING GUIDELINES
Any combination of experience and training that would likely provide the required
knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities
would be:
Education and Exoerience: Bachelor's Degree in public administration, business
administration or a related field. Three (3) years experience in emergency management
programs. Additional experience as an Emergency Services Coordinator may be
substituted for educational requirement on a year for year basis.
CertificationslLicense: Possession of a valid California driver's license. Certification as
an Emergency Manager by the International Association of Emergency Managers is
desirable.
WORKING CONDITIONS
Environmenta1lPhvsical Conditions:
Work involves light to moderate work in an office setting. There is a frequent need to sit
and infrequent need to stand, walk and to lift objects 10 to 20 pounds. Employee

COMMUNITY SERVICE OFFICER III

DEFINITION
Lead position of the Community Service Officer series; enforce all laws and ordinances
pertaining to vehicular parking and traffic regulations; and to perform a variety of tasks
relative to assigned area of responsibility.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from assigned Police Sergeant, the Chief of Police and/or
his designee
ESSENTIAL AND MARGINAL FUNCTION STATEMENTS. Essential and other
important responsibilities and duties may include. but are not limited to the following:

· Provide guidance and direction to Community Service Officers and Police Aides
· Schedule all parking enforcement personnel
· Manage the training of new Community Service Officers and Police Aide
· Coordinate Crossing Guards
· Compile parking statistics and reports

· Evaluate parking bureau personnel
· Patrol an assigned area of the City to enforce parking regulations, including street
sweeping violations; issue citations to violators; impound vehicles if necessary

· Monitor parking meters for violations; may collect parking meter monies for deposit
through established procedures
