SUBJECT: AUTHORIZE BUDGET AMENDMENT FOR SAVE OUR
BEACH COASTAL CLEANUP DAY EVENT
SUMMARY OF REOUESTS:
The proposed City Council action will adopt Budget Amendment 08-03 costs to partner with
Save Our Beach and the California Coast Commission Coastal Cleanup Day event.
BACKGROUND:
The City was approached by Save Our Beach requesting support for their beach cleanup and
recycling events. Save Our Beach is a non-profit SOI(C)3 corporation dedicated to improving the
water quality along the Southern California coastline. The first beach cleanup was conducted on
October 28, 2000 and the group meets one Saturday per month from 11 a.m. to 2 p.m. at the First
Street Beach Parking Lot.
On September 15,2007, Save Our Beach is partnering with the City of Seal Beach, the County
of Orange, the City of Long Beach, the City of Cypress, Boeing, and the Seal Beach Lions Club
to have an expanded beach cleanup. The event will be called California Coastal Commission
Coastal Cleanup Day and Save Our Beach is requesting help from the City of Seal Beach for the
following items:
1. Parking passes for the participants at the pier parking lot.
2. $700 to cover the cost of renting a small stage, chairs, and audio system.
3. $2,500 to cover the cost of getting school buses to bring high school and college kids to
and from the event.
Since the Save Our Beach events will benefit all beach users in Seal Beach, it is proposed that
the City cost share the event expenses which have been estimated at $3,200.
FISCAL IMPACT:
The total cost requested is $3,200. Budget Amendment 08-03 will increase the Non-
Departmental Contract Professional Services by $3,200. The current estimated fiscal year
ending 1i:ndesignated general fund balance is $10,610,049. Approval of this budget amendment
will decrease the estimated ending undesignated fund balance by $3,200 to $10,606,849.

Dear Mark:
Save Our Beach (a non profit 501c3 organization) governed by the "Board of Directors" in Seal
Beach has been conducting beach cleanups and riverbed cleanups now for 7 years and the city of
Seal Beach has graciously provided parking passes for all of our participants as well as been very
helpful in the entire process.
Our mission is to make Seal Beach the cleanest beach in California and improve our water quality.
Our intent has always been to improve education for everyone in Southern California through both
the experience at our cleanups and the curriculum I've been taking to schools about the affect that
urban runoff has on all of our lives and the quality of water as a result, and changing our habits to
help reduce. reuse and recycle.

We also started doing some recycling at each beach cleanup--
1) We ask participants to bring old printer cartridges of any kind, as well as old cell phones and
Staples recycles them and gives us a credit, which goes towards office supplies such as paper for
both parking passes and community service credit, notepads for signing in sheets, printer cartridges,
copies of the curriculum for schools. all for Save Our Beach.
2) W e al~o ask participants to bring old prescription glasses and the Seal Beach Host Lion group in
town takes them to Mexicq to be reused.
3) We have a ''Recycle Bin" at each beach cleanup of items that we've found over the years and the
note on the box says "If you pick up a piece of trash today and you think could be recycled. please
drop it in this bin....(We.ve found all kinds of balls, water bottles, sunglasses, ballpoint pens. toys,
even an inexpensive camera that still worked, etc.)
Also. if you see something in this bin that you could u.se, please take it with you-just be sure to
wash it really well in hot or boiling water because it may have been at the be.ach for quite some
time."

Our first beach cleanup was 10/2812000 and was part of the national "Make A Difference" day and
we had 428 peOple show up, consisting of residents. business owners. police dept, US Navy and Ma-
rines, fire dept, lifeguards, boyscouts, girlscouts, churches. CALPIRG. UCLA, UCLB, UC Irvine,
Glendale Commwlity College, Build 'Up LA, CA Dept of Conservation and First Lady Sharon Davi.s
(I plan on inviting AmoJd and Maria, but I'm not holding my breath. It was at Make A Differ-
ence Day that I announced 1 would be starting a beach clea."lUp once a month and since then we have
had over 20,000 participants.

I'll be doing all the work to apply for the grant from Make A Difference day - 10 se-
lected groups will receive $10k from actor Paul Newman. USA Weekend is the big sponsor this
year of Make A Difference Day abp we received wonderfully positive press from this very spe-
cial day in 2000" and I would expect much more press this year.
What rm hoping we can obtain from the city is:
1) parking passes for the participailts at the pier parking lot
(I can print with your approval - so no $ cost to the city or we could save the printing and just
ask the parlcing police not to ticket)
2) help with cost of renting a small stage S'xS' with steps, battery operated microphone system
& speakera, (10) 8' tables & 10 chairs for volunteers to sit to sign in participants
(at the event in 2000 we used city equipment that is no longer available...so current cost $700)
stage would be for a short introduction by me and safety instructions, and hopefully a welcome
to our city by Mayor Larson and or Councilman Antos

3) help with the cost of getting school buses to bring high school and college kids from as far
away as Glendale & Pasadena
U'm seeing if we can get them to participate again - or we may just have participants carpool -
current cost $2,500)
I am not requesting any additional city employee hours as I have plenty of college interns
and thousands of volunteers. We would simply ask for the beach crew to do their normal Satur-
day beach cleanup pickup of the bags along the beach and put them on the stage for great photo
opportunities for the press.
Just for the record, I do not receive money whatsoever from Save Our Beach - my husband and
I ha\e put a lot of our own money to make this non profit organization a wonderful one!

On 1 Saturday per month from 11 a.m. to 2 ~.m. meet at the First Street Beach Parking
Lot, comer of 1st Street and Ocean Avenue m Seal Beach and help us keep trash off of
our beach and out of our ocean. As always, we provide parking passes, garbage bags,
protective gloves (AND certificates if you need one for school credit or community
serv.ice).
30 Minutes is not a huge commitment, but a lot of people, focused. on a single worthwhile
project for a mere 1/2 hour can produce some startling results, and thanks to you, we can
see the difference we're making!
I can also schedule a beach cleanup in addition to our regularly scheduled cleanups - for
more details, email sbkimauroadrunner.com with your name, the name of your group and
the number of people expected.
