STORM DRAIN WORK ON BOLSA AVENUE AND PACIFIC

SUMMARY OF REQUESTS:
The proposed City Council action will adopt Budget Amendment 08-04 for the completion of
emergency stonn drain work at the intersection of Bolsa Ave. and Pacific Coast Highway.
BACKGROUND:
e On June 27,2007, the Public Works Department discovered 25-foot collapsed section of 12-inch
storm. drain at the Bolsa Ave and Pacific Coast Highway intersection and determined that an
emergency repair was necessary. lbree contractors were promptly contacted for emergency
repairs. Due to the urgency of the work, Hoffman Finn and Gel Construction both were unable
to mobilize equipment and personnel within the timeline required. Hugh Roberts Construction,
Inc agreed to perfonn the emergency work on a time and material basis immediately.
Hugh Roberts Construction, Inc was directed to begin emergency stonn drain repair work on
Bolsa Ave at the Pacific Coast Highway intersection. During repair of the 25-foot collapsed
section, excavation revealed 55-feet of additional necessary repair work. Staff decided that it
would be more cost effective to perform. the additional repairs at this time. The work was
completed within 2 weeks on July 13,2007 for a construction cost of $44,472.78. Time and
materials costs were $16,946 for labor, $19,010 for equipment, and $8,517 for materials.
Additionally, supplemental installation of traffic loops by Smithson Electric in the amount of
$2,100 and construction inspection in the amount of $6,000 by Jacobs Engineering was required
to complete the project.
FISCAL IMPACT:

The entire cost of the emergency work including construction and inspection is $53,000. Budget
amendment 08-04 will increase general fund transfers by $53,000 to the Storm. Drain Capacity
Improvement Project No. 50221. The current estimated fiscal year ending undesignated general

fund balance is $10,606,849. Approval oftbis budget amendment will decrease the estimated
ending undesignated fund balance by $53,000 to $10,553,849.
RECOMMENDATION:
It is recommended that City Council Adopt Resolution No. _ approving Budget
Amendment 08-04 for the completion of emergency storm drain work at the intersection ofBolsa
Ave. and Pacific Coast Highway.
