Vukojevic, Director of Public Works/City Engineer SUBJECT: ACCEPTANCE OF THE SEWER PUMP STATION 35 PHASE 1 UPGRADES, PROJECT No. 49886 SUMMARY OF REQUEST: The proposed City Council action will adopt Resolution Number _ and formally accept the completion of the construction for the Sewer Pump Station 35 Phase 1 Upgrades Project No. 49886. BACKGROUND: Sewer Pump Station 35 is located in the southeast comer of Old Town near the comer of Electric Avenue and Seal Beach Boulevard. It is a large wetldry well station which receives all of the sewage flows generated in the Naval Weapons Station, Old Town, Marina, the Hill, and Bridgeport areas. Sewer Pump Station 35 delivers these flows to an Orange County Sanitation District's (OCSD) pump station located at Seal Beach Boulevard and Westminster Avenue via a 16-inch force main that lies in Seal Beach Boulevard. The OCSD sewer pump station then sends the flows on to their treatment plant, for treatment and disposal. The pump station was constructed in 1973 as part of a comprehensive program that eliminated the City's treatment facility. This station was in dire need of refurbisJiment. The existing pumps were installed approximately 10 years ago and showed signs of premature wear. Their power consumption was less efficient than some of the newer pumps available. On average, this station pumps 1.2 million gallons per day with a peak flow of approximately 2,800 gallons per minute. The 2005 Sewer Master Plans defined Sewer Pump Station 35 as the most important facility in the City's Sewer System, and as such, it must be kept in top condition. On November 14, 2005, City Council awarded a project to Cora Constructors, loc for rehabilitation of Phase 1 improvements to Sewer Pump Station 35 which included installation of three variable frequency drives, a gas generator, telemetry equipment, instrumentation control eC!.uipment, and miscellaneous pump station improvements. In accordance with the plans and specifications, the contractor has satisfactorily completed the aforementioned project for a final contract amount of$51l,048.03. Phase 2 improvements to Sewer Pump Station 35 are currently in constroction and include installation of a sewer bypass system, two right angle drives, a flow AGENDA fTlEM k e e e metering system, three sewage pumps with 75 hp motors, various electrical upgrades, ~d miscellaneous pump station improvements and equipment. FISCAL IMPACT: City Council budgeted $1,900,000 for the design, construction, and inspection for the multi- phase Sewer Pump Station 35 Upgrade Project No. 49886. Funding came from the Sewer Capital fund within the City's approved 5-year Capital Improvement Program budget to construct these improvements and had no impact to the General Fund. The final construction cost for the project was $511,043.03, which is $23,756.97 less than the original contract amount of $534,800.00. The net cost of the Phase 1 portion of the project including design, construction, and inspection is $654,789.08. Funding is available within the Sewer Capital Enterprise Funds Account. RECOMMENDATION: Upon motion of the consent calendar, it is recommended that the City Council: I. By resolution, determine the work has been completed in accordance with the contract documents and declare the work to be accepted and the total amount of the contract is in the sum of $5 11,048.03. 2. Direct the City Clerk, within ten (10) days from the date of acceptance, file a ''Notice of Completion" with the Orange County Recorder. 3. Direct City staff, upon expiration of the thirty-five (35) days from the filing of the ''Notice of Completion," to make the retention payment to Pavement Coatings Co., in the amount of$5I,109.80.
