SUBJECT: RECEIVE AND Fll..E - WINTER SAND DIKE (BERM)
SUMMARY OF REQUEST:
Receive and file the winter sand dike timeline and construction activities.
BACKGROUND:

Historically, the residents along the beach between the Anaheim Jetties and the pier are
subject to wave inundation during storms. The threat of washouts or flooding is lessened
by the annual construction of a sand berm. The "berm" is routinely removed prior to the
Easter Holiday except in cases where possible inclement weather and wave events would
make it prudent to leave it in place for longer periods.
On September 22,2003, the City Council received and :filed a report prepared by Moffat
Nichol Engineers regarding the construction and removal of the annual winter sand dike.
At that meeting the City Council directed staff to implement the following timeline:
t:l Start construction of the dike after November 1 with completion anticipated by
mid November.
t:l Remove the dike by March 31.
t:l During El Nino years, start constrUction of the dike so it is complete by
November 1 and leave in place until mid April.

In the fall of2005, sand was back-passed from the west beach to the east beach. The next
back pass project is scheduled for this fall. Cattrac Construction, the City's on-call
contractor, will perform the berm construction and back-passing, and Moffatt & Nichol
Engineers will provide inspection and monitoring services. The project is expected to
take 2 to 4 weeks to complete. This maintenance project is separate from the City's
efforts to pump offshore sand onto the beach. Separate notices will be delivered to Seal
Way residents regarding the start of the project.

As reported in the September 22, 2003 City Council report, "It is important to note that
any policy involving natural occurrences involve risk. Often elected officials have to set
policy and protection based upon probability of occurrence, funding availability, and
geographic locale. This report analyzed the probability of tropical events and does make
a recommendation that will be perceived as more favorable by the public. The
information analyzed is not exact and there always looms the chance for an occurrence of
events similar to September 1997." Staffhas also received input from a minority of the
public that desire additional storm protection, and that are against loss of beach views.
The current plan intends to strike a balance with community desires and protection from
unpredictable natural events.
FISCAL IMPACT:
There are sufficient funds within the contract professional services budget of the
Tidelands BeachlPier Account. It is anticipated that the cost of the sand back-pass and
winter dike construction is approximately $150,000.
RECOMMENDATION:
Receive and file the removal of the winter sand dike.
