SUBJECT: Expenditure of California Law Enforcement Electronic
Equipment (CLEEP) Grant Monies to Upgrade the City
Emergency Operations Center
SUMMARY OF REQUEST:
This City Council Agenda Report requests approval to expend $50,000 of California Law
Enforcement Electronic Equipment (CLEEP) grant monies to upgrade the City
Emergency Operations CenterlPolice Department Training Room with modern audio-
visual equipment. These special grant monies can only be spent pursuant the grant's
rules that limit the expenditure to electronic equipment for law enforcement use.

BACKGROUND:
A mandate given to the Chief of Police when first hired was to bring the City of Seal
Beach up to speed regarding disaster preparedness. Collaborating with other City
departments, several different types of systems have been put in play to date, to achieve
that goal, with many more to come. One of the systems assessed is the City's lack of a
modem Emergency Operations Center where decision stakeholders can convene during
critical incidents.
The Chief audited the police budget, backwards several years, and found left over monies
($50,000) from a forgotten State of California grant. The California Law Enforcement
Electronic Equipment Program (CLEEP) grant established during the Pete Wilson
governorship, awarded up to $100,000 to every law enforcement agency in the State of
California for several years. The monies could only be spent on electronic equipment for
use by police departments. There are no time limits for expending the funds.

The Chief received permission to earmark the $50,000 in CLEEP funds to upgrade the
electronic audio-visual capacity of the City Emergency Operations CenterlPolice
Training Room located within the police department building. Such upgrades will help
the decision makers maintain real-time communication with incident stakeholders locally,
and throughout the county and greater region. Staff toured several Emergency
Opetations Centers (Huntington Beach, Orange County Control One, Long Beach,
Boeing-Seal Beach, Dana Point, Anaheim, Santa Ana) to help determine the best use of
the monies for the stated goal.

Staff solicited and obtained suggestions from several industry vendors, consultants, and
emergency preparedness professionals, which led to a decision to purchase the following
equipment with the grant monies:
. a ceiling mounted, computer projector with bright screen
. a modern sound system
. replacement offading televisions
. a variety of multi-media players
. electronic, 'smart' boards
. two wireless internet networks (one secure for in-house connectivity, one un-
secure for access by incident stakeholders)
. EOC furniture and workstations
. a computer and related peripherals
. monitoring equipment in the police department's two other conference rooms and
specific office places
. control point for all electronics
. network cabling resources where necessary
. electrical service where necessary, and
. professional installation of all equipment.

Three major electronics equipment vendors were solicited to provide the necessary
equipment (Best Buy Jar Business, Fry's Electronics, and Circuit City) but only one
would do business with a city government - Best Buy Jor Business. (The other two will
not accept city purchase orders to guarantee payment.) Therefore, Best Buy Jor Business
is considered a sole-source vendor for the necessary equipment.
FISCAL IMPACT:
None. This entire program is funded by existing and allocated grant monies.
RECOMMENDATION:
Staff recornmends City Council approve expenditure of California Law Enforcement
Electronic Equipment (CLEEP) grant monies to upgrade the City Emergency Operations
Center/Police Department Training Room with modem audio-visual equipment. These
special grant monies can only be spent purs\.!lll1t the grant's rules that limit the
expenditure to electronic equipment for law enforcement use. Staff recommends that
Best Buy for Business be accepted as a sole-source vendor for the purposes of this
program.

The City Council of the City of Seal Beach hereby resolve. as follows:
SEcnON 1. The City Council hereby Ipproves expenditure of California Law

SECTION 2. Pursuant to the Seal Beach Chorter and Seol Beach Municipol Code
Section. 3.20.025C and 3.20.045, the City Council hereby waiv.. any opplicoble bidding
requiremeots based on the findings thlt: a) due to the circuIIlBtanc.. opplicoble to this
purcha.... the net cost to the city will be reduced by di.peosing with bidding; Ind b)

SECTION 3. The City Clerk .hall certify to the pas.age and adoption of this
resolution.
