SUMMARY OF ~QUEST:
The Seal Beach Police Department monitors crime and quality of life conditions relative
to the 58 State of California Department of Alcoholic Beverage Control (ABC) licensees
within the City. The police department applied to ABC for $43,202 in non-supplanting,
funds designed to aid in alcohol license, abuse enforcement. Staff requests City Council
formally authorize the Chief to submit the application and attached resolution.

BACKGROU~:
The City of Seal Beach is often described as a quaint seaside village. The predominant
section most readily identified by this description would be the eclectic "downtown"
commercial/residential district known as Old Town and Main Street. Main Street has 19
ABC licensees within its three-block length.
The police department took an extensive look at alcohol related problems using the
ASIPS (Alcohol Sensitive Information Planning System) for the period of 2002 to 2005.
Just in CY2005 alone, the police department recorded 11,056 citywide incidents and 409
arrests. 923 incidents (8.3%) were alcohol related with 176 (56.9%) alcohol-related
arrests.
The City has 16 off-sale licensee locations an,d accounted for 388 incidents (60 were
alcohol related and resulted in 16 arrests). 42 on-sale licensee locations generated 122
alcohol-related incidents and 28 arrests.
As an example, the following three on-sale alcohol establishments generated the highest
number of calls for service among all licensees. They are located within 300 feet of each
other on Main Street.

o Clancy's Saloon - 111 Main Street: During the measurement period, this location
experienced a high frequency of calls for service (156) including assaults, intoxicated
patrons, narcotics violations, and complaints from surrounding residents.

o The !risher - 121 Main Street: This location also experienced a high level of caUs-
for-service (141) with similar violations.
o O'Malley's - 140 Main Street: This location generated 96 calls-for-service similar to
the other two locations above.
To date, our efforts to conduct meaningful, pro-active, enforcement have been hampered
by low staffing levels, lack of available overtime monies, and an absence of specific
equipment and training to provide an efficient effort.
Receipt and utilization of these ABC grant monies for the stated purpose proactive
alcohollicertsee, alcohol abuse enforcement will offset the restrictions noted above.
FISCAL IMPACT:
None. These grant monies will fund this specific enforcement effort.
RECOMMENDATION:
Staff recommends that Council adopt the attached resolution regarding 2007/08 ABC
funding with the restrictions imposed by the grantor; and authorize the expenditure of
funds as detailed in this report.

WHEREAS, the City of Seal Beach (hereafter referred to .. City) desires to undertake a cerllIin
project dcsignaled .. the Seal Beach Alcohol Licensee Audit to be funded in part liom funds
msde available through the Grant Assistance Program (OAP) adminis1cred by the Department
of Alcoholic Bev"",&" Control (hereafter referred to .. ABC);
NOW, THEREFORE, BE IT RESOLVED that the Police Chief of the City of Seal Beach is
authorized, on its behalf, to submit the alls<:hed proposal to ABC and the City Manager io
authorized to execute on behalf of the Sesl Besch City Council contrsct with the Deportment
of ABC, including any extensions or amendments thereof and any subsequent contract with
the Slate in relation thereto.
IT IS AOREED that any liability arising out of the perfomumce of this contract, including civil
court sctions for damages, sholl be the responsibility of the grant recipient and the authorizing
agency. The Slate of California and ABC disclaim responsibility for any such liability.
BE IT FURTHER RESOLVED that grant funds received hereunder shall not be used to
supplant expenditures controlled by this body.
IT IS ALSO AOREED thot this award is not subject to locsl hiring freezes.
