SUBJECT: Citywide Telephone and IT Technology Improvements
SUMMARY OF REQUEST:
City Council is requested to approve a budget amendment to authorize funding for the
completion of the City telephone project and proceed with stabilization and improvements to the
City's IT system and website.
DISCUSSION:
The City entered into two separate capital improvement projects last year to upgrade a failing
telephone system and to undergo extensive upgrades and reconfiguration to the Police and
Citywide technology functions, The telephone system will be upgraded through the City's utility
provider, Verizon, and will be using a Cisco based platform that will also be compatible with the
City's Cisco based Information Management System improvements. These projects were
originally planned to be completed during fiscal year 2006-07, However, due to personnel and
internal issues within the lead departments of Public Works and Administrative Services, the
projects were not completed as scheduled and required an overhaul in design and configuration
to address the City's pressing voice and data needs, as well as issues of security, redundancy, and
the ability to accommodate needed technical development applications for public safety, public
works, records management and administrative service programs and support.
Due to unforeseen circumstances, the funds originally designated for these projects are no longer
available and will not immediately be reimbursed to the City because of an ongoing criminal
investigation regarding an alleged misappropriation of funds from the telephone, IT and related
cabling project accounts. In order to complete the necessary work and upgrades for these two
projects before further deterioration of the telephone system occurs and to address critical
security and technological issues, staff requests that the City Council reallocate funds in order to
proceed with the necessary work,

FINANCIAL IMPACT:
A budget amendment to reallocate funds to the telephone and IMS project accounts in the
amount of $350,000 would decrease the General Fund's undesignated fund balance for FY 2007-
08 from $10,428,849 to $10,078,849,00.
RECOMMENDATION:
Staff recommends that City Council:
1. Approve Resolution Number _ Authorizing Budget Amendment Number 08-
09 for the increase in Capital Projects-Fund Materials and Equipment line item.
