THE APPLICATION FOR GRANT FUNDS FOR THE
CALIFORNIA RIVER PARKWAYS GRANT PROGRAM
UNDER THE WATER SECURITY, CLEAN DRINKING
WATER, COASTAL AND BEACH PROTECTION ACT
OF 2002 (PROPOSITION 50)
SUMMARY OF REQUEST:

The proposed City Council action will approve the attached Resolution No. and
submission of applications for grant funds to the California River Parkways Grant
Program under the Water Security, Clean Drinking Water, Coastal and Beach Protection
Act of 2002 (Proposition 50), Additionally, appoint the City Manager, or his designee, as
agent to conduct all negotiations, execute and submit all documents which may be
necessary under this grant program,
BACKGROUND:
The Voters of California passed the Water Security, Clean Drinking Water, Coastal and
Beach Protection Act of 2002 (proposition 50) on November 5, 2002. It added to the
California Water Code, Section 79541, authorizing the Legislature to appropriate $100
million for the acquisition, restoration, protec~on and development of river parkways.

Staff submitted to the City Council on September 24, 2007 a memo updating the status on
the project to develop and improve the San Gabriel River Trail from approximately
Seventh Street to the end of the San Gabriel River at the l't Street Beach Parking Lot and
to improve the public parking lot and restrooms at First Street. The proposed
development includes an updated bike/pedestrian trail, a water quality friendly parking
lot, restroom rehabilitation, signage, and fencing. Specific amenities and benefits
proposed will include educational kiosks, picnic and bicycle facilities, vegetated swales,
enha'nced trailheads, and native landscaping and vegetation,

The City has previously received a $500,000 grant from the San Gabriel and Lower Los
Angeles Rivers and Mountains Conservancy ("RMC") for preliminary design and
environmental work for this project. Staff was given direction to move forward with this
project and submit grant applications to obtain funding for the completion of this project.
One of the requirements to submit a grant application to the State Resources Agency for
funding under the "California River Parkways Gant Program," funded by Proposition 50
is to formally adopt a resolution to approve the subject application. The grant guidelines
allow for this resolution to be submitted later to the State if the City Council's meeting
schedule prohibits the Applicant from obtaining a signed resolution before the filing date
of the appli~ation.
This application was submitted by the application deadline of October 19, 2007 and, if
the resolution is approved, staff will submit it to the RMC to complete the grant
application package. Attached, please find a copy of the grant application form and a
required one-page project summary.

This grant application may require negotiations, execution and submittal of documents
including, but not limited to, applications, agreements, payment requests and so on. In
order to facilitate the timely submittal of these items, it is desirable to appoint the
Director of Public Works as the City's designee for all project related actions as he will
be directly overseeing this project.
FISCAL IMPACT:
No direct fiscal impacts at this time, If the City is awarded grant funding as requested,
funds necessary to complete the project will need to be allocated from the City's General
Fund and will be recovered from the State on a reimbursement basis. No matching funds
from the City are required for this project. Additionally, staff time to comply with
application submittal requirements and timelines is necessary.
RECOMMENDATION:
Staff recommends that the City Council approve Resolution No. and submission of
an application for grant funds to the California River Parkways Grant Program under the
Water Security, Clean Drinking Water, Coastal and Beach Protection Act of 2002
(Proposition 50) and appoint the City Manager, or his designee, as agent to conduct all
negotiations, execute and submit all documents which may be necessary under this grant
program.

FUNDS FOR THE CALIFORNIA RIVER PARKWAYS GRANT
PROGRAM UNDER THE WATER SECURITY, CLEAN

WHEREAS, the Legislature and Govemor of the State of California have
provided Funds for the program shown above: and
WHEREAS, the Resources Agency has been delegated the responsibility for the
a<!ministration of this grant program, establishing necessary procedures: and
WHEREAS, said procedures established by the State Resources Agency require a
resolution certifying the approval of applications by the Applicants governing board
before submission of said application to the state; and
WHEREAS, the Applicant, if selected, will enter into an agreement with the State
of California to carry out the project
NOW, 'IHEREFORE, BE IT RESOLVED by the City Council of the City of Seal
Beach, the following:

1. Approves filing of an application for the San Gabriel River Trail Rehabilitation
Project, and
2. Certifies the City understands the assurances and certification in the application.
and
3. Certifies the City will have sufficient funds to operate and maintain the Project
consistent with the land tenure requirements; or will secure the resources to do so,
and
4. Certifies the City will comply with the provisions of Section 1771.8 of the State
Labor Code regarding payment of prevailing wages on Projects awarded
Proposition 50 Funds, and
5. If applicable, certifies the Project will comply with any laws and regulations
including, but not limited to, legal requirements for building codes, heslth and
safety codes, disabled access laws, and, that prior to commencement of
construction, all applicable permits will have been obtained, and
6. Appoints the City Manager, or designee, as agent to conduct aU negotiations,
cxecute and submit all documents including, but not limited to applications,
agreements, payment requests and so on, which may be necessary for the
completion of the aforementioned Project.

APPENDIX P -ONE-PAGE PROJECT SUMMARY
Summarize the Specific Project you are requesting funds for and the
community/regional need for the Project:
The proposed project would restore the existing San Gabriel River Trail System
and the trailside facilities from the 1 st Street Parking Lot at the end location of the
Trail to the 605 Freeway. This project will upgrade the site and include new
amenities. The overall project includes a complete restoration of the 1s1 Street
Parking Lot and general entrance to the San Gabriel River Trail System.
The City is requesting funds for the rehabilitation of the River Trail/Bike Path from
its entrance at 1s1 Street up to the crossing at the 605 Freeway. The City will
install new signage and striping along this trail as well as informational,
recreational, educational or interpretive signage at the entrance to the Trail.
Additionally, amenities will be added to benefit those entering or exiting the Trail
like seating areas, upgraded restroom facilities, bike racks, native landscaping,
better site drainage, drinking fountains, etc.
If the Project is part of a Larger Parkway Plan, brieflv describe the larger
parkway plan and how it incorporates this specific Project (indicate HA, as
applicable):
This project is of regional significance because of its connection to the San
Gabriel River Trail Upstream. This restoration will be a benefit to the community
and to the general public because of its high recreation use and educational
benefits. This project is consistent with the goals of the RMC by providing
multiple benefits for natural and cultural resources, scenery, education, and low
impact recreation. Upon completion of this project, a low impact natural, multiple
benefit trail and trail facility adjacent to the San Gabriel River will be restored.
