Carmany, City Manager FROM: Vince Mastrosimone, Director of Public Works SUBJECT: Review of Proposed Verizon FIOS Citywide Implementation ~ , SUMMARY OF REQUEST: The purpose of this item is to familiarize the City Council with the proposed implementation of the Verizon FlOS fiber optic network in the City of Seal Beach, BACKGROUND: Verizon has approached city staff to obtain approval to install their FlOS fiber optic equipment citywide. This new equipment will allow Verizon to offer high speed internet service, telephone service and television service throughout the City. Please go to the Verizon web site, htto:/Iwww22.verizon.com/Residentiall if you would like additional information about FlOS services. Attachment "A" - Scope of Work submitted by Verizon outlines the project. The work will involve installation of fiber optic cable and 29 Fiber Distribution Hubs throughout the City. The cable will be installed overhead in those areas where utilities are currently overhead and will be buried in those areas where utilities have been installed underground. Accordingly, the hubs will be either pedestals or mounted on existing utility poles. The project is expected to take 6 months to complete. Verizon will comply with all of the usual permit requirements. Mike Murray, External Affairs Manager for Verizon will be on-hand at the City Council meeting to make a brief presentation and answer any questions the Council may have. FISCAL IMPACT: This project will have no direct fiscal impact on the City, RECOMMENDATION: It is respectfully recommended that the City Council receive and file this report and/or direct staff regarding any concerns the City Council may have. Private property notifications such as gated communities are accomplished thru written agreement from the Home Owners Associations. Verizon will request on site meetings' to adequately inform the HOA representatives of the scope of work and impact to their community. Also, a set of plans is provided to the HOA for their approval before construction begins. TRAFFIC CONTROL CONSIDERA TIONS Verizon will provide Traffic Control Plans to cover all arterial and collector streets as required by the Seal Beach Public Works Director. The plans will conform to either the most current edition of the WATCH Manual and or the Cal Trans MUTCO. Attachment"8" is a section of the California Business and Professions Code citing paragraph S747 which exempts Verizon and other communication companies from the Civil Engineering Stamp requirement. Plans will be reviewed with the Public Works Director and adjusted as required. ENGINEERING CONSIDERATIONS During the engineering design phase of this project Verizon will identify work which falls within the jurisdiction of the Coastal Commission South Coast District and or the U. S. Naval Weapons' Station. As preliminary design considerations are being developed the requirements of the Coastal Commission and the Naval Weapons Station will be incorporated and permits requested as needed to complete the design. Pre-construction meetings will be held as required by the City of Seal Beach two weeks prior to the start of. construction and final inspections will be scheduled for all excavation sites.
