SUBJECT: Mary Wilson Library ADA Restroom Upgrade

SUMMARY OF REQUEST:
The Orange County Public Library has proposed making ADA modifications to the public
restroorns inside the Seal Beach Branch Library at no cost to the City. The County requests that
the City Council waive the building plan check fees and building inspection fees.
BACKGROUND:
The Orange County Public Library has graciously offered to make ADA modifications to the
public restrooms located inside the Seal Beach Branch Library. Although this is a City-owned
building, the County feels strongly about partnering with the City to ensure maximum access to
the community. The County requests that the City Council waive the building plan check fees
and building inspection fees, The County will be funding the work for these restroom
modifications,
FISCAL IMPACT:
There is no fiscal impact at this time. Charles Abbott Associates, Inc, the City contractor, has
agreed to perform the plan check and construction inspection at no charge to the City. All
construction costs will be paid by the Orange County Public Library.
RECOMMENDATION:
It is recommended that the City Council authorize the Orange County Public Library to make
ADA modifications to the public restrooms inside the Seal Beach Branch Library and waive the
building plan check fees and building inspection fees associated with the project.

The Orange County Public Library will be submitting plans to plans to the City of Seal Beach Building
Department for ADA modifications to the public restrooms located inside the Seal Beach Branch Library.
Although this is a City-owned building, the County feels strongly about partnering with the City to ensure
maximum access to the community being served, In the spirit of cooperation, the County of Orange will
be funding the work for these restroom modifications and requesting that the City address all other ADA
work require4, and, provide a letter addressing this request.
