ZQETER PARK INTERIM LANDSCAPE PLAN SUMMARY QF REQUEST: Provide staffwith direction on interim landscaping ofZoeter Park. BACKGRQUND: Trees for Seal Beach has approached the City requesting to fund and construct interim landscaping at the new Zoeter Park. The current use of the park is open turt: The original plan would add additional trees to the open turf area of the park. The ultimate use and configuration of Zoeter Park is scheduled as a work item fur the Parks and Recreation Commission. This request is being returned to Council; it was initially presented to the City Council at the September 24,2007, meeting. The Council's direction was fur staff to generate a new concept plan that included only trees that had a high probability of remaining in the ground independent of any future use of this park. Staff prepared a new concept plan under these guidelines. It includes glanting trees only in the 2' parkway along Landing Avenue and in the 4' parkway along 12 Street. This plan was introduced to the Park and Recreation Commission at the September 26, 2007 meeting. The commission concurred with the planting of trees in the parkways, but not within the park, so as not to put "the cart befure the horse" should a park p1anning process ultimately envision active park uses of the space. Additionally, new trees should be of the type that is acceptable to the parkway size to be planted in. The planting palate used fullows the City's approved Street Tree Policy and Administrative Guidelines. Recommended fur the 2' parkway are Crepe Myrtles. The trees recommended fur the 4' parkway are Dancer Pears. FISCAL IMPACT: The original request to plant the entire park by Trees for Seal Beach included this organization funding all construction costs and I st year maintenance costs. In the future, additional tree trimming will be needed as part of ongoing park maintenance. Should the council recommend planting trees in the parkways only, funds are available in the City's tree planting budget.
