GRANT AGREEMENT
SUMMARY OF REQUEST:
The proposed City Council action will approve Resolution No. 5627 directing the City
Manager to sign the attached Ri vers and Mountains Conservancy Grant Agreement.

BACKGROUND:
The San Gabriel and Lower Los Angeles Rivers and Mountain Conservancy (RMC) is an
independent State agency within the Resources Agency of the State of California
established in 1999. Its jurisdiction includes the San Gabriel River and its tributaries, the
lower Los Angeles River and its tributaries, and the San Gabriel Mountains, Puente Hills,
and San Jose Hills. It was established to preserve open space and habitats in order to
improve watersheds, provide low-impact recreation and educational uses, and restore and
protect wildlife and habitat.
The voters of California passed the Water Security, Clean Drinking Water, Coastal and
Beach Protection Act of 2002 (Proposition 50) on November 5, 2002. It added to the
California Water Code, Section 79541, authorizing the Legislature to appropriate $100
Million for the acquisition, restoration, protection and development of river parkways.
Staff has previously submitted a grant request to the RMC asking for over a million
dollars in funding for the construction of the River's End Staging Area and Parking Lot
Project. $500,000 of the requested amount has been allocated from the RMC to facilitate
the construction on this project. Attached are the Grant Agreement Cover Sheet for this
grant along with referenced Exhibits A, Band C.

The City is requesting additional funding from the State Resources Agency in the amount
of $850,000. This funding will help restore the existing San Gabriel River trail and
trailside facilities. It will upgrade the site to feature new amenities such as informational

signage, bike trail restoration, native landscaping, storm drain compliance improvements
and seating.

Also, the City is requesting an amendment from the RMC for an additional $1.5 million
to complete this project. The costs to complete this project in its entirety, which includes
improvements to public parking, restaurant, adding additional picnic areas, and native
plant re-vegetation of a small dune area immediately adjacent to the subject project along
with additional design, pennitting and project management costs, are now estimated at
approximately $2.85 million. Included in this amendment request will be an updated cost
estimate IlI':d project timeline.
The action contemplated herein relates to the initial $500,000 RMC Grant. Additional
Council actions will be needed for the other two grants.
FISCAL IMPACT:
There will be no fiscal impact to the City.
RECOMMENDATION:
It is recommended that the City Council approve Resolution No. directing the City
Manager to sign the attached Rivers and Mountains Conservancy Grant Agreement and
send it to the State of California, Resources Agency.

SEAL BEACH APPROVING THE AGREEMENT FOR GRANT
FUNDS FOR THE SAN GABRIEL RIVER TRAIL
ENHANCEMENTS PRQJECf THROUGH THE CALIFORNIA
RIVER PARKWAYS GRANT PROGRAM UNDER THE WATER
SECURITY, CLEAN DRINKING WATER, COASTAL AND
BEACH PROTECfION ACT OF z002 (pROPOSmON SO) AND
DIRECTING THE CITY MANAGER TO SIGN THE GRANT
AGREEMENT
WHEREAS, the Legislature and Govemor of the State of California have
provided Funds for the program shown above; and
WHEREAS, the Resources Agency has been delegated the respllIllibility for the
administration of tbis gnmt program, establishing necessary procedures: and
WHEREAS, the City had opplied for funding through the State Resources Agency
to construct the above named project and was given a total grant amount of $500,000
w,th the state to carry out the project.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Seal Beach, does hereby authorize the City Manager to execute the Grant Agreement
with the Rivers and Mountains Conservancy pursuant to the Water Security, Clean
Drinking Water, Coastal and Beach Protection Act of 2002 (Proposition 50) to fund the
project up to the grant amount.

San Gabriel River Parkway Trail Enhancement (RMC3573)
Exhibit C: Monitoring and Assessment
The City of Seal Beach is a local government municipality In Orange County and Is Immediately adjacent
to the San Gabriel River. In order to evaluate the success of work Seal Beach on the San Gabriel River
Trail Enhancement grant program, the following monitoring and assessment plan has been drafted.
1) The City of Seal Beach will provide the State of Califomia Rivers and Mountains
Conservancy with a copy of all documents for review and approval.
2} The City of Seal Beach will provide the RMC with quarterly project reports outlining the
progress that has been made towards completion of project goals.
3) A final report will be compiled including pe~nent design, deliverables, quarterly reports,

formed for this project.
