Tse, Personnel Manager SUBJECT: REPORT - FEASffin...ITY OF RETAINING A BOARD . FOR THE PURPOSE OF JOB SPECmCATIONS REVIEW SUMMARY OF REQUEST: It is recommended that the City Council take no further action and receive and file this report. BACKGROUND: At the regular City Council meeting on April 24, 2006, staffwas directed by Council to study the feasibility of retaining a Board for the purpose of job specifications review. A review of the records of the Civil Service Board reveals that one (1) meeting had job specification review request, and one (1) job specification was placed before the Board for approval in 2004; four (4) meetings had job specification review requests, and six (6) job specifications were placed before the Board for review in 2005; one (1) meeting had job specification review request, and five (5) were placed before the Board for review in 2006. This is a small number of job specifications that needs to be reviewed each year, and utilizing a Board for this purpose may not be the best use of volunteer resources. In addition, the job specifications placed before the Board have always been approved without amendment thus would indicate that the documents forwarded to Council for approval had been adequately analyzed and reviewed by staff. Prior to the March 28, 2006 election amendment of the Civil Service System, the approval process for job specifications was limited to once a month, due to the fact that the Board met only on the first Thursday of each month. This hinders the City's ability to fill vacancies expediently, especially those that are critical and in immediate need to be filled. The delay between approval of the job specification and commencement of the recruitment process varies between two weeks to a month. Job specifications are always forwarded to the Council for approval as required, whether the documents were reviewed by a Board or by Staff. By not utilizing a Board for this Agenda Item B May 22, 2006 Agenda Report - Feasibility of a Job Spec Review Board Page 2 process, the City's recruitment efforts would be greatly streamlined. Furthermore, forming a Board for this purpose reduces the pool of citizen volunteers that could be utilized on other City Committees. The City already has 12 Committees, Commissions, and Boards with numerous existing vacancies that should be filled before a new Committee, Commission or Board is created. FINANCIAL IMPACT: None. RECOMMENDATION: It is recommended that the City Council take no further action and receive and file this report.
