APPROVAL OF PLANS AND SPECIFICATIONS FOR
PHASE 2 - SEWER PUMP STATION 35 UPGRADE,
PROJECT No. 49886
SUMMARY OF REQUEST:
The proposed City Council action will approve the plans and specifications and authorize
Staff to initiate the bidding process for Phase 2 of the Sewer Pump Station 35 Upgrade
Project No. 49886.
BACKGROUND:
Sewer Pump Station 35 is located in the southeast comer of Old Town at Electric Avenue
and Seal Beach Boulevard. It is a large wet/dry well station which receives all of the
sewage flows generated in the Naval Weapons Station, Old Town, Marina Hill and
Bridgeport areas. These flows are then pumped into the Orange County Sanitation
District's system, via the Seal Beach Boulevard force main. The District sewer pump
station, located at Seal Beach Boulevard and Westminster, then sends the flows on to
their treatment plant, for treatment and disposal.
The pump station was constructed in 1973 as part of a comprehensive program that
eliminated the City's treatment facility. This station is in need of refurbishment. The
existing pumps were installed approximately 8 years ago and show signs of premature
wear. Their power consumption is less efficient than some of the newer pumps available.
On average, this station pumps 1.2 million gallons per day with a peak flow of
approximately 2,800 gallons per minute.
The 1999 Sewer Master Plan defines Sewer Pump Station 35 as the most important
facility in the City's Sewer System, as such; it must be kept in top condition. This project
is identified in the City's 1999 Sewer Master Plan as project number 14. The 2005 update
of the Sewer Master Plan will also document the need for this upgrade and is anticipated
for Council approval in July. The upgrade of the controls, pumps, meters and
improvements to the facility will increase the life of the facility; reduce power
consumption and maintenance costs; while improving reliability and the quality of
service to the residents and property owners of Seal Beach.

Phase I of the project was awarded in November of 2005 and concentrated on the
electrical and control upgrades and is expected to be completed by the end of the summer
of 2006. Phase 2 of the project will upgrade the mechanical components of the station.
Phase 2 is estimated at $800,000 and will be ready for construction advertising before the
end of the fiscal year.
FISCAL IMPACT:
The plans will be phased to effectively use the funds available within the City's Sewer
Capital Fund to construct these improvements under project number 49886. The
construction estimate for the entire project is $1.3 million. The first phase of the project
was awarded to Cora Constructors at $ 534,800 and funding was done through the
previous Sewer Bond proceeds and sewer connection fees. The second phase of the
project will be funded through the 2nd phase of the Sewer Capital Fee increase.
RECOMMENDATION:
Staff recommends that the City Council approve the plans and specifications and
authorize Staff to initiate the bidding process for Phase 2 of the Sewer Pump Station 35
Upgrade Project No. 49886.
