AWARD SERVICES CONTRACT FOR LANDSCAPE
MAINTENANCE
SUMMARY.OF REOUEST:
The proposed City Council action will award a maintenance services contract for landscape
maintenance of the parks, medians and facility grounds to the lowest responsible bidder,
Merchant Landscape Services, Inc. in the amount of $279,360/year plus contingencies and
extra work within the approved budget, and authorize the City Manager to execute the contract.
BACKGROUND:
The Department of Public Works strives to provide attractive and healthy landscaping for the
benefit of its citizens in all of the City's facilities. This action consists of awarding a contract
to Merchant Landscape Services, Inc. to provide landscape maintenance of the parks, medians
and facility grounds. It is the intent contract to provide an integrated management program of
soil, water, irrigation system, turf, fertilization and pest management that optimizes plant
health, resource efficiency and, cost-effectiveness. Landscape Maintenance for the city has
been contracted out since 2003. The advantages of contracting to private firms are:
· Saves money,
. Increases service levels,
. Decreases potential worker's compensation claims, and
· Allows for flexibility with service
Eight (8) bids were received and opened by the City Clerk on Tuesday, April 11, 2006 as listed
below:

Staff has reviewed the submitted bid documents and found the low bidder to be in compliance
with the contract documents. Rebidding of Landscape Maintenance services is anticipated to
save the City approximately $60,000 per year, which will be reinvested into Landscaping
improvements throughout the City.
Upon the successful execution of the contract documents, the project is estimated to start in
July.
FISCAL IMPACT:
The funding for this contract will be paid for from Streets at 15%, Parks at 40%, Building
Facilities at 8%, the Tennis Center at 17%, Water Enterprise Fund 2%, Sewer Enterprise Fund
1 %, and Comm~nity Facilities District at 18%.
The contract will be for three years and may be renewed for up to two additional two-year
terms. Prices may be adjusted yearly up to 3% if approved by the Director of Public Works for
the consumer price index.
RECOMMENDATION:
It is recommended that the City Council award a maintenance services contract for landscape
maintenance of the parks, medians and facility grounds to the lowest responsible bidder,
Merchant Landscape Services, Inc. in the amount of $279,360/year plus contingencies and
extra work within the approved budget, and authorize the City Manager to execute the contract.

BEACH A WARDING THE BID FOR THE ANNUAL LANDSCAPE
MAINTENANCE CONTRACT
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES
HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
SECTION I. The City Council hereby spproves the contmct hetwcen the City of Seal
Beach and Merchant Landscape Services for the Annual Landscape
Maintenance Contract
SECTION 2. The Council hereby directs the City Manager to execute the contract for the
Annual Landscape Maintenance Contract
