SUBJECT: MEASURE M INVESTMENT PLAN APPROVAL
SUMMARY OF REQUEST:
The proposed City Council action will adopt Resolution No. _ and formally approve the
Measure M Investment Plan for the purposes of placing Measure M before the voters of Orange
County.
BACKGROUND:
In November of 1990, Orange County voters approved Measure M, a half-cent local
transportation sales tax for twenty years. Funds which are administered by the Orange County
Transportation Agency (OCTA) go toward regional freeway improvements and local cities to
maintain and improve local streets and roads, along with transit fare reductions for seniors and
persons with disabilities. The current program is set to expire in 20 II. Over the last 15 years,
the City has received and constructed several million dollars in local roadway improvements
through the competitive portion of the Measure M Program. In addition, Measure M provides
the City approximately $300,000 per year for local road rehabilitation and annual funding for the
City's Senior Bus Program.
OCT A has prepared a draft investment plan for the Renewed Measure M program and is seeking
approval of the plan. The plan includes a Regional Freeway Improvement Program, a Street and
Road Program (roadway capacity improvemep.ts, traffic signal synchronization, and local
roadway improvements), a Transit Program, Environmental Cleanup Program, and a Taxpayer
Safeguard and Audit Program. The renewed program would provide additional competitive
transportation grants to the City, continued local roadway funding and additional water quality
improvement funding.
On January 9, 2006, the OCTA Board of Directors approved this plan for distribution and
comment. Between January and the end of March, 2006, comments have been received and the
plan has been refmed. On April 24, 2006, the final draft plan was released by OCT A for review
and approval by cities and the County of Orange. If a majority of the cities with a majority of
the incorporated population approve the plan, the OCT A Board of Directors will consider its

adoption in July 2006 and upon that approval, a request will be made to place the Measure on the
November 2006 ballot.
On February 27, 2006, the City Council approved and the City of Seal Beach subsequently sent a
letter of support to OCT A regarding the draft Measure M Transportation Investment Plan.
FISCAL IMPACT:
There are no fund impacts associated with the presented information. However, it should be
noted that Measure M programs require matching funds from the City which will require City
Council approval. Staff uses the Measure M funds to stretch city budgets. Also, staff time is
required to apply for and receive Measure M funds.
RECOMMENDATION:
The proposed City Council action will adopt Resolution No. _ and formally approve the
Measure M Investment Plan for the purposes of placing Measure M before the voters of Orange
County.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL
BEACH APPROVING THE RENEWED MEASURE M
TRANSPORTATION INVESTMENT PLAN
On May, 22, 2006, the Couneil of the City of Seal Beach finds as follows:
WHEREAS, the citizens ofOnmge County approved passage of Measure M in November 1990
authorizing the Orange County Transportation Authority to administer a one-half of one percent
hansportation sales tax to support a specific transportation improvement plan, applicable in the
incorporated and unincorporated territory of the County of Orange; and
WHEREAS, Measure M has provided funding for nwnerous transportation projects, including
freeways, local roads, major streets, interchanges. the Metrolink commuter train system, senior
bus fare stabilization, signal synchronization. and more~ and
WHEREAS, Measure M is expected to generate more than $4.2 billion in transportation
improvements for Orange County over a twenty year period; and
WHEREAS, Measure M is set to expire in 2011 unless renewed by a vote oftwo-thirds of
Orange County voters; and
WHEREAS, The League of California Cities, Onmge County Division created a Super
Committee of elected official and staff representatives from each city that worked to develop a
lransportation Investment Plan detailing how every dollar of a renewed Measure M plan would
he spent and unanimously recommended that the Investment Plan be placed before the volerll of
Orange County; and
WHEREAS, the resulting transportation Invesbnent Plan will relieve traffic congestion, improve
safety and the quality of life by improving traffic flow on the Santa Ana (1-5), San Diego (1-405),
Garden Grove (SR.22), Costa Mesa (SR.SS), Orange (SR.S7), and the Riverside (SR.91)
freeways; maintaining and improving streets; expanding Metrolink rail.with connections to local
communities; providing transit for seniors and disabled persons; synchronizing traffic signals
countywide; and, cleaning up road runoff to protect beaches, and
WHEREAS, the efforts of Council Member Mike Levitt who represented the city of Seal Beach
on the Super Committee provided input into the plan to assure the city's transportation needs
were reflected in the plan; and
WHEREAS, the leadership of Seal Beach's Super Committee representative combined with the
efforts of his council colleagues will give the city the flexibility to allocate more than an
estimated SIS.8 million in Measure M "fair share" funds over 30 years to improve local streets
and roatls; and
WHEREAS, if approved by two-thirds of the voters, Measure M would authorize the collection
of a o....haIf of one percenls.les tax for a 30-year period from 2011 to 2041, generating an
anticipated total ofSI1.8 billion for local transportation projects; and
WHEREAS, Measure M revenues mised from the continuation of Measure M would remain in
Orange County for countywide transportation improvements and could not be diverted by the
state or federal government; and
WHEREAS, Measure M would provide a stable, long-term funding source to alleviate trafJic
congestion; improve travel on local streets, InaJor roads and highways, expand transit services
and provide transportation-related water quality improvements; and
WHEREAS, the Tnmsportation Investment Plan contains strong taxpayer safeguards such as
annual independent audits, public review of Plan every 10 years, annual report to taxpayers and
penalties for misspending funds; and
WHEREAS, Public Utilities Code section 180206 (b) requires that the Measure M Investment
Plan be approved by the County Board of Supervisors and by the city councils representing both
a majority of the cities in the county and a majority of the population residing in the incorporated
areas of the County; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES
HEREBY APPROVES THE RENEWED MEASURE M TRANSPORTATION
INVESTMENT PLAN FOR PURPOSES OF PLACING MEASURE M BEFORE THE
VOTERS OF ORANGE COUNTY.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Seal Beach at a
meeting thereof held on tile 22" day of May, 2006.
