Vukojevic, Professional Engineer, Director of Public Works/City Engineer SUBJECT: LETTER OF SUPPORT FOR THE RENEWED MEASURE M DRAFT TRANSPORTATION INVESTMENT PLAN SUMMARY OF REOUEST: The proposed action will authorize the Mayor to sign a support letter to the Orange County Transportation Authority Board of Directors in support of the Renewed Measure M Draft Transportation Investment Plan, BACKGROUND: In November of 1990, Orange County voters approved Measure M, a half-cent local transportation sales tax for twenty years. Funds which are administered by the Orange County Transportation Agency (OCTA) go toward regional freeway improvements and local cities to maintain and improve local streets and roads, along with transit fare reductions for seniors and persons with disabilities. The current program is set to expire in 2011. Over the last 15 years, the City has received and constructed several million dollars in local roadway improvements through the competitive portion of the Measure M Program. In addition, Measure M provides the City approximately $300,000 per year for local road rehabilitation and annual funding for the City's Senior Bus Program. OCT A has prepared a draft investment plan for the Renewed Measure M program and is seeking comments on the plan. The plan includes a Regional Freeway Improvement Program, a Street and Road Program (roadway capacity improvements, traffic signal synchronization, and local roadway improvements), a Transit Program, Environmental Cleanup Program, and a Taxpayer Safeguard and Audit Program. The renewed program would provided additional competitive transportation grants to the City, continued local roadway funding and additional water quality improvement funding. On January 9, 2006, the OCTA Board of Directors approved this draft plan for distribution and comment. Between January and the end of March, 2006, comments will be received and the plan will be refined. On April 24, 2006, a final draft plan is expected to be released by OCTA for review and approval by cities and the County of Orange. If a majority of the cities with a majority of the incorporated population approve the plan, the OCTA Board of Directors will Agenda Item-'i consider its adoption in July 2006 and upon that approval, a request will be made to place the Measure on the November 2006 ballot. Enclosed is the support letter being sent to OcrA signed by the Mayor of Seal Beach and a copy qf the Draft Renewed Measure M Transportation Investment Plan. FISCAL IMPACT: . This support letter shall serve as an indication of the City's continued support for Measure M and improvements to transportation and local roadways in the City and in Orange County including competitive projects, local turn back funding and environmental water quality funding.
