CAPITA AND ROBERTI-Z'BERG-HARRIS GRANT
PROGRAMS
SUMMARY OF REQUEST:
Staff requests City Council approve Resolution No. and Resolution No.
for Proposition 40 Per Capita and Roberti-Z'Berg-Harris grant programs from the
Califomia Department of Parks and Recreation
BACKGROUND:
The Califomia Department of Parks and Recreation has available grant funding from two
programs within Proposition 40 (2002 Recources Bond Act). The two programs are the
Per Capita Grant Program and the Roberti-Z'Berg-Harris Grant Program, Both grant
programs offer funding for a wide range of purposes related to City Parks and Facilities.
The State has designated allocations of $220,000 from the Per Capita Grant Program and
$66,884 from the Roberti-Z'Berg-Harris Grant Program pending the approval of an
application from the City.
The City has been requested by the State to secure these funds by entering into a contract
with the State by March 31, 2006. The first step in claiming these funds are approval of
resolutions for each program from the City Council. AJ> previously allocated under the
Capital Improvement Plan by City Council, the $286,884 has been allocated to the
following projects: Bluebell Park $70,000; Edison Park $50,000; Marina Community
Center, Mary Wilson Library and North Seal Beach Center Capital Improvements
$166,884.
Upon approval of the contract by the City and the State, the Public Works Department
can move forward with design, bidding and construction of the projccts including the
Parks and COIIlJIlllllity Centers.

FISCAL IMPACT:
Tbere is no General Fund fiscal impact associated with this action as these grants do not require
matching funds. Failure to enter into a contract with the State will forfeit the $286,884 grant.
RECOMMENDATION:
It is recommended that City Council approve Resolution No. _ and Resolution No.
for Proposition 40 Per Capita and Roberti-Z'Berg-Harris Grants from the
California Department of Parks and Recreation.

RESOLUTION NUMBER
A RESOLUTION OF THE CITY COUNCil. OF THE CITY OF SEAL BEACH
APPROVING THE APPUCANT TO APPLY FOR GRANT FUNDS FOR THE
PER CAPITA GRANT PROGRAM UNDER THE CALIFORNIA CLEAN
WATER, CLEAN Am, SAFE NEIGHBORHOOD PARKS, AND COASTAL
PROTECI'ION ACf OF 2002
THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE:
WHEREAS, Ihe people of the State of California have enacted the Per Capita Grant
Plogram which provides funds for the acquisition and development of
neighborhood, community, and regional parks and recreation lands and
facilities; and
WHEREAS, the California Department of Parks and Recreation has been delegated the
responsibility for the adminiatration of the grant program, aetting up
necessary procedure5j and
WHEREAS, said procedures established by the California Department of Parks and
Recreation require the Applicant's Governing Body to certify by
resolution the approval of the Applicant to apply for the Per Capita
Allocation, and
WHEREAS, the Applicant will enter into a Contract with the State of California:
NOW, THEREFORE BE IT RESOLVED, the City Council of the City of Seal Beach,
California. as follows:
Section 1.
Approves the filing of an Application for local assistance funds from the
Per Capita Grant Program under the California Clean Water, Clean Air,
Snfe Neighborhood Parks, and Coastal Protection Act of 2002; and
Section 2.
Certifies thntthe Applicant has or will have sufficient funds to operate and
maintain the Project(s); and
Section 3.
Certifies that the Applicant has reviewed, understands and agrees to the
General Provisions contained in the Contract shown in the Procedural
Guide; and
Section 4.
Appoints the City EngineerlPublic Works Director as agent to conduct all
negotiations, execute and submit all documents including. but not limited
to Applications. agreements, payment requests and so on.., which may be
necessary fnr the completion of Project(s).
PASSED, APPROVED AND ADOPTED by the City Council of the City of Seal Beach at a
