PROCLAMATION
"National Donate Life Month"
APRIL 2006
WHEREAS, Organ and tissue donation is a life-giving act
recognized worldwide as the greatest expression of compassion;
WHEREAS, More than 90,000 individuals nationwide and
18,000 in California are currently on the national organ transplant
waitlist, and every 90 minutes one person dies while waiting for a
donated organ;
WHEREAS, Each year 25,000 lives are saved and the quality
of life for many hundreds of thousands more is enhanced by
organ and tissue transplantation;
NOW, THEREFORE, BE IT RESOLVED by the City of Seal
Beach, City Council does hereby proclaim the month of April as
IINational Donate Life Month"
in the City of Seal Beach, and further encourages the community
to support the importance of organ and tissue donation.
IN WITNESS WHEREOF, I hereby affix my signature and
the seal of the City of Seal Beach this twenty-fourth day of April
in the Year Two Thousand Six.

Proclamation
WHEREAS, emergencies can occur at anytime requiring local
public safety services; and
WHEREAS, when an emergency occurs the prompt action of
Public Safety Dispatchers is paramount to the successful response to an
emergency event; and
WHEREAS, the safety of citizens and our police officers is
dependent upon the quality and accuracy of information obtained from
dtiz~ who telephone the West Cities Communications Center; and
WHEREAS, Public Safety Dispatchers are the first and most
critical contact our communities have with police, fire, and emergency
medical services; and
WHEREAS, Public Safety Dispatchers are the single vital link for
our law enforcement and fire personnel by monitoring their activities by
radio, providing them with critical information and ensuring their safety;
and
WHEREAS, the Public Safety Dispatchers of the West Cities
Police Communications Center have contributed substantially to the
apprehension of criminals, protection of life and property and ensuring the
safety of the communities they serve; and
WHEREAS, each of our Public Safety Dispatchers has exhibited
professionalism, dedication, compassion, and caring during the
performance of their job this past year;
NOW, THEREFORE, LET IT BE PROCLAIMED that the City of Seal
Beach, a member of the West Cities Joint Powers Authority, representing
the communities of Cypress, Los Alamitos and Seal Beach, does hereby
recognize the week of April 9 -15, 2006 as:
"NATIONAL PUBLIC SAFETY DISPATCHER WEEK"
in Seal Beach and joins in honoring the women and men, whose diligence
and professionalism keep our communities and citizens safe.

PROCLAMATION
Recording for the Blind &
Dyslexic Week
Apri123 - 29, 2006
WHEREAS, more"than a million people in the u.s. are legally blind
and one out of every five Americans has a learning disability; and
WHEREAS, students with print disabilities such as blindness or
dyslexia can benefit greatly from recorded textbooks that help them
achieve their goals for academic and professional achievement; and
WHEREAS, Recording for the Blind & Dyslexic (RFB&D) is the
nation's educational library for people with print disabilities and
provides recorded textbooks in every subject area and grade level
for more than 11,575 students in California - these books are read
and recorded by more than 7,100 volunteers, including 250 from
the Inland Empire/Orange County Unit;
NOW, THEREFORE, BE IT RESOLVED, the City of Seal Beach,
City Council does hereby proclaim the week of April 23rd through
29th, 2006 to be:
"Recording For the Blind & Dyslexic
Record-A-Thon Week"
in the City of Seal Beach, and urge all citizens to support RFB&D's
unique work to make education accessible to all students,
regardless of disability.

VETERAN APPRECIATION MONTH
May 2006
WHEREAS, the people of California appreciate and admire the
thousands of men and women who served in the armed forces
to protect and preserve their country and the freedoms
enjoyed by all Americans; and
WHEREAS, in war, international conflicts and peacekeeping
missions, men and women have been wounded, taken as
prisoners and died in the line of duty; and
WHEREAS, veterans possess a wide variety of valuable
qualities, including experience, maturity, leadership and
loyalty, that make them ideal candidates for employment; and
WHEREAS, the State of California is committed to ensuring
that veterans receive the services and programs to which they
are entitled, and to promoting employer interest in hiring
veterans; and
WHEREAS, during Veterans Appreciation Month, state and
local agencies increase employer awareness about the benefits
of hiring veterans;
NOW, THEREFORE, BE IT RESOLVED, the City of Seal
Beach, City Council does hereby proclaim May 2006 to be:
"Veterans Appreciation Month"

PROCLAMATION
Peace Officers' Memorial Week
May 14 - 22, 2006
WHEREAS, the members of the Seal Beach Police
Department continuously dedicate their lives to securing the
safety of our citizens and community; and
WHEREAS, this community's Peace Officers have long
sustained a tradition of performing to the highest
professional law enforcement standards in order to provide
a better living environment for others; and
WHEREAS, Peace Officers' Memorial Week is intended to
be a show of confidence from the general public for all Peace
Officers and law enforcement agencies and to provide
tremendous morale boost to all of the dedicated men and
women wearing a badge for the protection of our
community,
NOW, THEREFORE, BE IT RESOLVED, the City of Seal
Beach, City Council does hereby proclaim the week of May
14th through 22nd, 2006 to be:
PEACE OFFICERS' MEMORIAL WEEK
in the City of Seal Beach, and encourages all citizens to
display a blue ribbon to demonstrate support for the law
enforcement agencies serving our community.
