position of Beach Lifeguard I, Beach Lifeguard n, Beach
Lifeguard In, Junior Lifeguard Assistant Coordinator, and Junior
Lifeguard Coordinator
SUMMARY OF REOUEST:
The purpose of this report is to request Council consideration to amend the salaries of the part-
time positions in the Marine Lifeguard Department.
BACKGROUND:
In preparation for the summer season, the Personnel Department has been directed to
commence recruitment for part-time summer marine lifeguard staff. Summer season is the
busiest at the Seal Beach pier and qualified lifeguards are essential to ensure public safety.
Inadequate staffing or utilizing staff that lack experience could be a major liability to the
City should any unfortunate events occur associated with the use of our beach. Marine
Lifeguards require speciJl1i7..d certifications, especially those who are designated EMTs. In
reviewing lifeguard compensation of surrounding beach communities, Seal Beach is the
lowest paying agency. The last compensation adjustment for part-time Marine Lifeguards
was in July 2003. To retain and prevent losing qualified lifeguards to higher paying cities
such as the City of Long Beach, Huntington Beach, and Newport Beach, staff is
recommending that the compensation for part-time Marine Lifeguard positions be adjusted
to meet market demands.
The current beginning salary of the part-time Marine Lifeguard series is $12.05 per hour.
The proposed amendment will bring the beginning hourly rate to $14.05; conversely, other
positions in the series will also receive a $2.00 per hour adjustment. Below is a table
reflecting the agencies surveyed.

FINANCIAL IMPACT:
The financial impact is estimated to be approximately $36,000 per fiscal year to the Tidelands
and Beaches Fund.
RECOMMENDATION:
It is recommended that the City Council adopt the following resolution:
1. Resolution No. - "A resolution of the City Council of the City of Seal
Beach amending salary for the part-time position of Beach Lifeguard I, Beach Lifeguard II,
Beach Life d ill, Junior Lifeguard Assistant Coordinator, Jr. Lifeguard Coordinator."

II, BEACH LIFEGUARD III, JUNIOR LIFEGUARD
ASSISTANT COORDINATOR, AND JUNIOR LIFEGUARD
COORDINATOR
WHEREAS, the Personnel Office has commenced recruitment for part-time Marine Lifeguard
staff in preparation for the up coming busy summer season; and
WHEREAS, Marine Lifeguards are specialized positions that require special training and
certifications; and
WHEREAS, re~ng qualified Marine Lifeguards, especially those designated as EMTs are
essential to ensure public safety associated with the use of our beach; and
WHEREAS, it was determined that Seal Beach is the lowest paying agency as compared to
neighboring cities; and
WHEREAS, authorizing the amendment would assists with the recruitment effort, retain and
prevent losing qualified lifeguards to other jurisdictions.
NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Seal Beach hereby
amends the salary for part-time lifeguard positions as follows:
