SUBJECT: REJECT BIDS FOR SEAL BEACH BOULEVARD AND 1-
405 BRIDGE APPROACH WIDENING, PROJECT No.
49750
SUMMARY OF REOUEST:
The proposed City Council action will reject bids for the Seal Beach Boulevard and 1-405
Bridge Approach Widening CIP Project No.49750 and direct staff to combine the project
with the future OCTAlCaltrans freeway project.
BACKGROUND:
In May of 2003, the City obtained Caltrans approval for the Project Study Report/Project
Report (pSR/PR) for the Seal Beach Boulevard and Interstate 405 Bridge Approach
Widening Project No. 49750. This project report identified the first phase of the project
to widen the existing exit ramps and provide for an additional right turn lane, widen the
ramp intersections to provide dual left turn lanes, and widen the 1-405 over-crossing
approaches. This phase will prevent both the North and South intersections of 1-405 &
Seal Beach Blvd. from reaching a level of service (LOS) Fin 2025. The current LOS at
the existing intersections is C/O and the proposed improvement will improve traffic flow
to a LOS ofB/C.
The proposed project includes widening the intersections, signal improvements,
restriping the pavement, adding new turn pockets, and new concrete work including curb
ramps, curb and gutter, and sidewalk. Widening of the bridge will occur on a future
project, as agreed with Caltrans and OCTA.
In June of 2004, RBF Consulting was selected as the design firm for the project. After
incorporating comments from Caltrans and meeting their requirements, the design was
completed and advertised for construction. Two bids were received and opened by the
City Clerk on Wednesday January 11,2006 as listed below:

Staff has reviewed the submitted bid documents and found the low bidder to be 40%
higher than the engineer's estimate of $3,3 million. This cost increase is due to sharply
rising costs of concrete and asphalt, and a new Caltrans policy for hauling lead
contaminated soils into approved off-site locations,
In January of this year, the City requested additional funding from OCTA and they
requested that the City put the project on hold in order to combine the project with the
future 22 Freeway and/or 1-405 Freeway widening. OCTA is in the process of planning
and designing the new project along the 22-405 route and expects to be in construction
within the next two years. This project would widen the freeway and completely replace
the Seal Beach Blvd. bridge. It is requested that the project be combined with the future
OCTAlCaltrans freeway project which would minimize the public construction
inconvenience and total construction cost to the City. It also reserves the City funding for
the match that may be needed to widen the Seal Beach Blvd Bridge.
FISCAL IMPACT:
Approximately $5 million is budgeted within Project No. 49750 of the approved Capital
Improvement Program and is funded by OCT A grants and Bixby and Boeing Developer
Traffic Impact Fees. Boeing Traffic Impact Fees have only been partially paid and the
total project funding is insufficient for the construction of the project. Combining the
project with the future OCTA project is expected to render savings to the City because
the ramp widening would be fully paid for by OCTA and Caltrans.
RECOMMENDATION:
It is recommended that the City Council reject bids for the Seal Beach Boulevard and 1-
405 Bridge Approach Widening CIP Project No.49750 and direct staff to combine the
project with the future OCT AlCaltrans freeway project.
