Bahorski, City Manager FROM: Mark Vukojevic, P.E" Director ofpublic Works, City Engineer SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS FOR SEAL BEACH BL YD. PAVEMENT REHABILITATION AHRP, (SEGMENT 4) PROJECT NO. 50196 SUMMARY OF REOUEST: The proposed City Council action will approve the plans and specifications, and authorize Staff to initiate the bidding process for the pavement rehabilitation of Seal Beach Blvd. from St. Cloud Dr. to Bradbury Rd., Project No. 50196 (Segment 4). BACKGROUND: As part of the Federal Arterial Highway Restoration Program (AHRP), the City competed for and won federal funding through OCTA for pavement rehabilitation on Seal Beach Blvd. Funds from this program may only be used only for these purposes and will be forfeited if the project is not completed. The current project is the fourth segment of the pavement rehabilitation along Seal Beach Blvd.and would take place from St. Cloud Dr, to Bradbury Rd. The proposed project consists of a rubberized asphalt overlay, curb ramps, and traffic striping. The City is currently in the process of getting authorization from Caltrans Office of Local Programs for authorization to proceed with a project involving Federal Funds. Once approval has been given to award a construction contract, staff expects to begin the bidding process and award a construction contract this summer, Plans and specifications were completed by the City's on-call transportation consultant W.G. Zimmerman Engineering, Inc. FISCAL IMPACT: Funds in the amount of$598,831 for the construction contract are currently available within the City's approved 5-year Capital Improvement program budget under the Arterial Pavement Rehabalitation projects for FY 04/05 and FY 05/06. $301,203 is available from Measure M funds under the Arterial Highway Rehabilitation Program (AHRP). The City's contribution will be 50%, using Measure M Local Turnback and Gas Tax as its match, up to the first $602,406, after which the entire amount will be the responsibility of the City. The Public Works department will invoice Caltrans for reimbursement of the federal funds. Agenda Item-.S.
