AGENDA REPORT
DATE:
December 12, 2005
TO:
Honorable Mayor and City Council
FROM:
John B. Bahorski, City Manager
SUBJECT:
RESOLUTION NO. - Amending the classification
plan downgrading one authoriZed Recreation Supervisor
position to Recreation Coordinator and amending the title
of Recreation Supervisor to Recreation Pr~gram Facilitator
SUMMARY OF REQUEST:
e
The purpose of this report is to request Council consideration to amend the Position
Classification Plan to include downgrading one authorized position of Recreation
Supervisor to Recreation Coordinator, amending the title of Recreation Supervisor to
Recreation Programs Facilitator, approve the job description for Recreation Coordinator and
Recreation Program Facilitator, and to establish a salary range for these positions.
BACKGROUND:
Recreation Coordinator
The position of Recreation Coordinator is a new position that staff is recommending to be
added to the Recreation and Community Services Department. This position, if approved
by the City Council, will be a downgraded position of one of the authorized Recreation
Supervisor positions that is currently vacant. The Personnel Office has analyzed the
functions of the Recreation and Community Services Department and has found that the
department is better served with a Recreation Coordinator and one lead full-time
recreation staff, rather than two Recreation Supervisor positions. Staff is recommending
that one Recreation Supervisor position remain authorized with a title amendment to
Recreation Program Facilitator (discussed in the next section), which will be supported
by the proposed Recreation Coordinator position.
The Recreation Coordinator would be responsible for assisting with planning, organizing,
coordinating, and implementing recreational services and programs. Filling the vacancy
for this position rather than a Recreation Supervisor position is a cost saving for the City.

Agenda Report - Amending Resolution for Recreation Coordinator and Recreation
Program Facilitator
Page 2
Recreation Program. Faeilitator
There are currently two authorized Recreation Supervisor positions in the Recreation
Department. After carefully analyzing current departmental needs, there does not appear
to be a need for two Recreation Supervisor positions. The duties of both authorized
positions currently have been absorbed and performed by one Recreation Supervisor
position, The Personnel Office has analyzed the functions of the Recreation and
Community Services Department and has found the department is better served with one
lead full-time recreation personnel, supported by a Recreation Coordinator. Staff is \
recommending that the title of this lead position, the Recreation Supervisor be amended
to Recreation Program Facilitator to reflect this position's responsibilities and duties
which encompasses the role of facilitator of all departmental programs and services. The
Personnel Office is also recommending that the salary range for the Recreation Program
Facilitator be amended from that of 44A of the currently authorized Recreation
Supervisor to 45A. There is no fiscal impact for this amendment. These changes have
been reviewed and approved by the Civil Service Board at its regularly scheduled
meeting on December 1, 2005.
FINANCIAL IMPACT:
e
There is no fiscal impact. The personnel changes will create annual cost savings of
$20,344 to the currently adopted departmental budget.
RECOMMENDATION:
It is recommended that the City Council adopt the following resolution:
1. Resolution No. - "A resolution of the City Council of the City ofSea1
Beach amending the classification plan downgrading one authorized Recreation
Supervisor position to Recreation Coordinator and amending the title of Recreation
