SUBJECT: AWARD OF CONTRACT FOR THE SAND RETENTION
GROIN REPAIR, PROJECT No, 50147
SUMMARY OF REQUESTS:
The proposed action will adopt resolution _ and award a construction contract for
.' the Sand Retention Groin Repair, Project No. 50147 to the lowest responsible bidder, AlS
Construction Company in the amount of $948,750,00 and authorize the City Manager to
execute the agreement.
BACKGROUND:
After the construction of the harbor jetties in Long Beach (Alamitos Bay) and at the U. S.
Naval Weapons Station (Anaheim Bay), natural beach sand management was
permanently altered. Waves reflected by these jetties caused severe beach erosion on the
East Beach. To reduce the rate of erosion to manageable rates, a concrete sheetpile groin
(750-ft) was constructed in 1959 adjacent to the Seal Beach Pier. The concrete sheetpile
groin retains the shifting sand, which results in a wider beach that provides increased
protection to coastal structures from wave and flood damage.
On its February 23, 2004 meeting, the City Council received and filed additional
information regarding the status of the Sand Retention Groin Rehabilitation Project. In
addition, Council was briefed on the 2001 Groin Feasibility study, which helped secure
the grant funding from the Department of Boating and Waterways (DBA W). Moffat and
Nichol Engineers, the City's Coastal Engineering Consultant has prepared a
Rehabilitation Study also known as a preliminary design report for the Sand Retention
Groin Rehabilitation Project. Staff and the consultant have worked closely together in
providing the information on the repair alternatives, environmental impacts, and permit
requirements. The consultant has also discussed the project with the California Coastal
Commission and the Department of Boating and Waterways.
The Study recommended several alternatives for construction and alternative 7 was
selected as the most feasible. This includes the reinforcement of the outer 252-feet by the
installation of new concrete sheet piles on one side, installation of new sheet piles on the

opposite side of the damaged piles, construction of a new cap for 350- feet and repairing
the remainder of the cap. However, construction will require the use oflarge cranes and
the closure of the Pier during construction. Permits have been obtained from the
Regional Water Quality Control Board (RWQCB), and US Army Corps of Engineers
(USACE). The aforementioned project will be presented for approval to the California
Coastal Commission (CCC) on its December board meeting.
The construction repair of the groin is being coordinated with the renovation of Ruby's
Diner. To reduce public impact of the pier usage, both projects are scheduled to be
constructed during low-usage of the pier, between January 2006 through April 2006.
Two (2) bids were received and opened by the City Clerk on Thursday, November 3,
2005 as listed below:

Staff has reviewed the submitted bid documents and found the low bidder to be in
compliance with the contract documents;o

The low bid of $948,750 is thirty-five percent (35%) higher than the engineer's estimate
of $702,240. This increase in price is due to recent increases in concrete construction.
Staff intends to explore a possible reduction in the scope of work to bring the project
within the budget constraints. Reducing the number of concrete sheetpiles constructed
(as detailed in alternative 6 of Moffat & Nichol's Project Study) will not adversely affect
its structural integrity.
FISCAL lMP ACT:
Funds are available within the Project No. 50147 of the approved Capital Improvement
Program. The estimated total cost of the project including design, environmental,
permitting, construction and inspection is $1,067,000 which is funded by $800,000 from
DBA W. $267,000 was funded from the undesignated general fund reserve as authorized
by City Council on February 10,2003. Staff is anticipating a reduction in the scope of
work will bring the project within budget constraints. The main item being discussed is
the reduction in the number of sheetpiles constructed. No work will De performed unless
adequate funding is available in the project budget. Any funds remaining at the end of
this phase of the project will be returned to DBA Wand the City's General Fund.
RECOMMENDATION:

It is recommended that the City Council adopt resolution _ and award a construction
contract for the Sand Retention Groin Repair, Project No. 50147 to the lowest responsible
bidder, AIS Construction Company in the amount of $948,750.00 and authorize the City
Manager to execute the agreement.
