Vukojevic, P.E., Director of Public Works/City Engineer SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS FOR ANNUAL PAVING REHABILITATION FY 200512006, PROJECT No, 50174 (phase 2) SUMMARY OF REQUEST: The proposed City Council action will approve the plans and specifications, and authorize Staff to initiate the bidding process for the Annual Paving Rehabilitation Program, Fiscal Year 2005/2006, Project No. 50174 (phase 2). BACKGROUND: During the Fiscal Year 2004/2005 Budget Hearing, City Council approved the transfer of $2.7 million of General Fund to the Capital Improvement Program for street improvements to occur within FY 2004/2005 and FY 2005/2006. In addition, $1 million was added during the FY 2005/2006 mid-point budget adjustment. From this money $3.16 million is available for the Annual Paving Programs FY 2004/2005 and FY 2005/2006, The Annual Paving Program for FY 2004/2005 spent a total of $1.13 million. For this fiscal year the Annual Paving Rehabilitation has been split into two phases. A notice of completion for the phase one is scheduled to be an Agenda Item for the next City Council meeting, The total expenditure for phase one is approximately $800,000. The Pavement Management System as approved by City Council on June 14, 2004, evaluates existing paving conditions, identifies its deficiencies, recommends cost effective paving improvements and defines priority-ranking of streets needing improvements. Priority ranking is based upon the condition of the pavement and the amount of traffic the streets receive. These local streets were next on the priority-ranking list based on the recent Pavement Management System (PMS) as approved and adopted by City Council on June 14,2004. The 2005/2006 Street Paving Rehabilitation Project (phase two) includes the following streets: OLD TOWN Marine Ave (Dolphin Ave to Electric Ave) Dolphin Ave (Ocean Ave to Electric Ave) 5111 Street (Ocean Ave to Marina Dr) 10111 Street (Ocean Ave to Electric Ave) 13th Street (Ocean Ave to Electric Ave). Ave to Catalina Ave) Bayside Dr (Crestview Ave to Balsa Ave) Catalina Ave (Balboa Dr ~ end) LEISURE WORLD B.everly Manor Dr (Seal Beach Blvd to 800' Agenda Item ~ e e e "'13th Street was originally scheduled to be included in the Phase 2 project, but was moved up to Phase 1 due to the possibility of receiving a Community Development Block Grant (CDBG). The work in Old Town shall consist of replacing existing failed curbs and gutters. New sod will be planted in the parkway in areas where the curbs and gutters are being replaced. Rehabilitation of the pavement typically involves grinding of the asphalt adjacent to the curb, applying a leveling course, placing a rubberized chip seal, and then placing a layer of rubberized asphalt. Areas with depressed curb & gutter in College Park East and the Hill will also be reconstructed. Major sidewalk repairs are excluded from the scope of work of this project, however, concrete repairs will be completed in conjunction with the annual concrete repair program project number 50180. The plans and specifications were completed by in-house staff. Upon the successful bidding process and award of a contract, the project is estimated to be completed in the Summer of 2006. FISCAL IMPACT: Funds in the amount of $3.16 million have been budgeted for the FY 2004/2005, and FY 2005/2006 Annual Paving Rehabilitation Programs from General Fund, Gas Tax, and Measure M Turnback Funds. A total of $1.81 million have been spent on the FY 200412005 and FY 200512006 (phase 1) Annual Paving Rehabilitation Projects. Remaining funds of approximately $1,23 million are available for the FY Annual Paving Program 2005/2006 (phase II). RECOMMENDATION: Staff recommends that the City Council approve the plans and specifications, and authorize Staff to initiate the bidding process for the Annual Paving Rehabilitation Program, Fiscal Year 200512006, ProjectN,o. 50174 (phase two).
