Vukojevic, P.E, Director of Public Works/City Engineer SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS FOR THE ANNUAL STREET SEAL PROGRAM PROJECT No. 50177 SUMMARY OF REQUEST: The proposed City Council action will approve the plans and specifications and authorize Staff to initiate the bidding process for the Annual Street Seal Program Project No. 50177. BACKGROUND: e In June 14 2004, the City Council approved the City's Pavement Management System (PMS). The system was also approved by the Orange County Transportation Authority (OCTA) as part of Measure M funding eligibility. On the October 24, 2005 City Council meeting, Council formally accepted the completion of the construction for the Annual Street Seal Program Project No 50176 for FY 05/06, In accordance with the plans and specifications, the contractor has completed Project No 50176 for a final contract amount of $55,912,44. The remaining funds in the amount of $22,163, from the previous street seal project is added to the $75,000 that is currently available in fiscal year 2005/2006 Capital Improvement Program budget for the Annual Street Seal Project. The total funds available for the 2005/2006 Annual Street Seal Project are $97,163. As identified in the PMS, this project will slurry seal selected streets within the City. Slurry seals extend the effective life of asphalt concrete pavements by placing a protective seal over existing pavement surfaces that are just beginning to show signs of wear. Slurry seals allow the City to stretch pavement rehabilitation funds and maintain a higher level of pavement quality by protecting pavement from oxidation. Any dollar spent on keeping pavements in good condition (slurry seal) will save from five to twenty dollars per square foot, in rehabilitation repairs that must be made on pavement in poor condition. It is standard practice to slurry seal every 5 to 8 years. e Agenda Item...s e The next set of streets to be slurry sealed, as identified in the June 2004 Pavement Management System, are as follows: OLD TOWN ElectricAveNIB (61h-SBB) Electric Ave SIB (6'" - SBB) BRIDGEPORT Electric Ave (End to Corsair) Galleon Wy (Dory to Electric) Dory Wy (Schooner to Galleon) Schooner Way (Dory to Galleon) Corsair Way (Carvel to Electric) COLLEGE PARK EAST Elder Ave (Fuchsia to Oleander) City staff has completed the plans and specifications for this year's program. Upon the successful bidding process and award of a contract, the project is estimated to be completed in the Summer of2006. FISCAL IMPACT: Funds in the amount of $75,000 are currently available in fiscal year 2005/2006 from the Measure M - Local Turnback fund within the City's approved 5-year Capital Improvement Program budget under Project No. 50177. There is no fiscal impact to the General Fund. The remaining funds in the amount of $22,163, from the previous street seal project will be added to the current fiscal year 200512006 budgets. RECOMMENDATION: e It is recommended that the City Council approve the plans and specifications and authorize Staff to initiate the bidding process for the Annual Street Seal Program Project No. 50177.
