,. ,- I RESOLUTION NO. ,;J~",,? / A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH APPROVING ZONE CHANGES ON .n"[J'ARCELS OF LAND IN COMPLIANCE WITH THE CITY'S LAND USE -~~ I ELEMENT TO THE GENERAL PLAN. ~~ THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE: WHEREAS, in October, 1973, the City adopted a Land Use Element to the General Plan; and WHEREAS, State law requires zoning to be consistent with the City's General Plan; and WHEREAS, the City changed the zoning on 50+ parcels of land in compliance with the City's General Plan; and - WHEREAs,~l(LI~pa~~s of land were not rezoned during this above: mentioned rezoning; and FoUl!- WHEREAS, the Planning Commission has recommended zone changes on the ~ parcels of land to gain compliance with the City's General Plan. ~ NOW, THEREFORE, BE IT RESOLVED that the City Council does determine the following findings for the ~ parcel s shown on maps attached hereto as Exhibits A and B. FOlh6 C}t<J Parcels A & B: ~r I 1. The existing zoning is remnant zoning from the time when the State Highway from Long Beach traversed Marina Drive. 2. The old General Plan projected 10,000 additional residents in developments along the San Gabriel River, thus increasing congestion in the area. 3. The old General Plan showed Marina Drive as a primary arterial highway (100 foot right-of-way). 4. The new General Plan calls for reduced population immediately adjacent to the subject parcels and reclassifies Marina Drive to serve as a secondary arterial highway (BO foot right-of-way). It appears that there is little demand for additional commercial centers along Marina Drive. C-l Service Commercial zoning reflects current uses and anticipated future uses along Marina Drive. 5. 6. Parcel C: l. I 2. Parcel D: l. 2. Provisions for the present zone of PL Parking Landscaping are no longer contained in the text of the zoning ordinance. The subject site is adjacent to property zoned C-2 General Commercial and can best be developed in conjunction with the adjoining commercially zoned parcels.
