RESOLUTION NO. ~
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEAL BEACH REQUESTING THE FEDERAL GOVERNMENT
TO REDUCE THE SPECIAL FLOOD HAZARD ZONE AREA
IN SEAL BEACH AND TO CONSTRUCT FLOOD CONTROL
PROTECTION IN LIEU OF SUBSIDIZING THE FLOOD
INSURANCE PROGRAM.
WHEREAS, the Department of Housing and Urban Development has prepared a flood
hazard boundary map for the City of Seal Beach; and
WHEREAS, Seal Beach citizens within the flood hazard zone are required to
purchase subsidized insurance at a minimum cost of $B7.50 per year;
and
WHEREAS, by definition, the homes that are in the flood hazard zone should have
their floors flooded by a 100-year storm; and
WHEREAS, the entire City of Seal Beach on December 4, 1974, experienced a storm
equal to or greater than a 100-year storm for storm duration periods
from 30 minutes to 12 hours; and
WHEREAS, less than 1% of the homes in the city experienced floor flooding; and
WHEREAS,
all of the homes flooded were in an area bounded by Seal Beach Boulevard,
Twelfth Street, Ocean Avenue, and Landing Avenue, hereinafter called
the sump area; and
the city can install drainage faci~ities to drain the sump area for less
than half the first year's insurance premiums that will be ultimately
required by the Department of Housing and Urban Development; and
I WHEREAS,

WHEREAS, the City of Seal Beach has awarded a contract for the construction of a
storm drain to drain the sump area; and
WHEREAS, the above storm drain will be completed before the next rainy season;
IT IS HEREBY RESOLVED to request the Department of Housing and Urban Development
to revise the F.I.A. Flood Hazard Boundary Map to exclude the areas
in the city that are now in the special flood hazard area; and
IT IS FURTHER RESOLVED that the Department of Housing and Urban Development use
the funds it is currently willing to use in subsidizing the flood
insurance program in Orange County to construct the flood protection
facilities affecting Orange County that are under Federal jurisdiction.
