A RESOLUTION OF "THE CITY COUNCIL OF THE CITY
OF SEAL BEACH APPROVING APPEAL APPLICATION
NO. A-1-74 TO PERMIT A RESIDENTIAL BOARD AND
CARE HOME WITH LESS THAN REQUIRED PARKING
IN THE C-2 GENERAL COMMERCIAL lONE.

WHEREAS. the subject request was initiated by Robert Hirsch. 15233 Ventura
Boulevard. Sherman Oaks; and
WHEREAS. the subject property is described as the northeast corner of the
intersection of St. Cloud Drive and Montecito Road (3311 St. Cloud Drive);
and
WHEREAS. on May 1. 1974. Planning Commission denied Conditional Use Permit
No. CP-3-74 for a 56 room, 108 bed residential board and care facility in the
C-2 zone based on perceived incompatibility and lack of parking; and
WHEREAS. the City Council considered Appeal A-1-74 of the Planning Commission's
denial on M~ 28. 1974. and referred the matter back to Planning Commission
with findings that an "actual use" parking survey of existing residential board
and care facilities would warrant further consideration of the project; and
WHEREAS. the Planning Commission considered the City Council's findings and
new information presented by the applicant on June 5, 1974; and
WHEREAS, the Planning Commission is of the opinion that Seal Beach's parking
requirements of one space for each two beds exceeds the actual demard for parking
at various facilities in Orange County; and
WHEREAS. the Planning Commission did recommend to the City Council at their
meeting of June 5. 1974. the approval of Appeal A-1-74.
NOW. THEREFORE. BE IT RESOLVED by the City Council of the City of Seal Beach
to approve Appeal A-1-74 by Robert Hirsch .
