A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, A CHARTER CITY, REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF ORANGE TO CONSOLIDATE A SPECIAL MUNICIPAL ELECTION WITH THE STATE-WIDE GENERAL ELECTION TO BE HELD NOVEMBER 5, 1974, PURSUANT TO SECTION 505 OF THE CHARTER AND SECTION 23302 OF THE ELECTIONS CODE FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED VOTERS OF SAID CITY SEVEN AMENDMENTS TO THE CHARTER OF THE CITY OF SEAL BEACH. WHEREAS, the City Council of the City of Seal Beach did, on the 22nd day of July, 1974, pass and adopt Ordinance Number ~~~ calling for a special municipal election to consider proposed amendments to the Charter of the City of Seal Beach; and WHEREAS, it is desirable that said special municipal election be consolidated with the state-wide general election to be held on the 5th day of November, 1974, and that within the City of Seal Beach the precincts, polling places, and election officers of the two elections be the same, and that the Board of Supervisors of the County of Orange canvass the returns of the special municipal election and that said state-wide general election and special municipal election be held in all respects as if there were only one election. NOW, THEREFORE, the City Council of the City of Seal Beach, California does resolve, determine and order as follows: Section I. That a special election be held and the same is hereby called to be held in said City on November 5, 1974 for the purpose of submitting to the qualified voters of said City seven proposed charter amendments. Section 2. That the ballots to be used at said special election in addition to any other matters required by law, shall be printed substantially as shown in Exhibit "A" attached hereto and made a part hereof. Section 3. That a cross (+) placed in the voting square after the word "YES" in the manner hereinbefore provided shall be counted in favor of the adoption of the proposition. A cross (+) placed in the voting square after the word "NO" in the manner hereinliefore provided shall be counted against the adoption of the proposition. Section 4. That the special election hereby called for and the date hereinbefore specified shall be and is hereby ordered consolidated' with the state-wide general election to be held on said date and within said City, the precincts, polling places, and officers of election for the special municipal election hereby called shall be the same as those provided for in said state-wide general election. The Board of Supervisors of Orange County is hereby requested to order the consolidation of the special municipal election hereby called with said state-wide general election, and said Board of Supervisors is hereby authorized to canvass the returns of said special municipal election, and said elections shall be held in all respects as if there were only one election, and only one form of ballot, namely the ballots used at said general election shall be used. . " I I I Page two - Resolution Number.2~-I~ Said Board of Supervisors shall certify the results of the canvass of the returns of said special mun.icipal election to the City Council of the City of Seal Beach and shall thereafter declare the results thereof. A proposition submitted by this resolution shall be des[gnated on the ballot by a letter printed in the left margin of the square containing the description of the measure as provided in Section 10231 of the Electi~ns Code of the State of California. Section 5. The City Clerk shall certify to the passage and adoption of this~Resolution; shall enter the same in the official records of the City and shall make a minute of the passage and adoption thereof in the records of the proceedings of the City Council of said City at which the same is passed and adopted. Section 6. That this resolut~on shall take effect immediately. Section 7. That the City of Seal Beach recognizes that additional costs will &e incurred by the County by reason of this consolidation and agrees to reimburse the County for any such costs and the City further recognizes the additional work occasIoned by the election offlc~als and is willing to make such arrangements as are deemed appropr~ate by the Board of Supervisors for providing additional compensation to the election offic[als. The members of the City Council shall receive as compensation for their services the sum of One Hundred Fifty Dollars per month. Said compensation may be adjusted on order of the City Council on or after August I in even numbered years based on changes in the yearly Average Consumer Price Index published by the United States Department of labor from the average index for the 1973-74 fiscal year.
