RESOLUTION NUMBER 2:l:L i A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, AMENDING THE POSITION CLASSIFICATION PLAN BY ADDING THE POSITION OF PLANNING DIRECTOR. the Position Classification Plan of the City of Seal Beach does not include the position of Planning Director, a job classification which the Personnel Officer deems necessary for future City operations; and the Personnel Officer has recommended that the position of Planning Director be created so that the Position Classification Plan will reflect this new classification to be filled in the future; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Seal Beach does hereby amend the Position Classification Plan to include the attached job classification for Planning Director. PIJU~ING DIRECTOR DEFINITION Under administrative direction, to plan direct and coordinate t.he operations of the Planning Department and serve as Secretar;y to the Planning Commission. TrPICAL TASKS Plans, organizes and directs a comprehensive planning program designed to insure the orderly development of urban areas and the efficient administration. of subdivision and land use regulations; collects data concerning needs of the City for public improvements and zoning of land, and confers with property owners, proJ ect developers. public OfficialS. engineers, architects, and ot.hers concerning "these needs; serves as Secretary to the Planning COIIIIIlission subm:l.ts reports and recommendations to the Planning COIIIIIlission based upon analJrseB and interpretation of data and studies; checks and inspects tentative plans of sub- divisions submitted for the approval of the Planning CCIlIlIIission; as necessar;y, makes field inspections of subdivisions; advises property ovners. subdividers, engineers, architects. and others concerning conformance of subdivision plans to State and local laws and regulations, and to'the general plans for the City; studies and reviews applications for matters requiring hearings before the Planning COIIIIIlission, and recCllllllends appropriate action to the Planning Canmission; prepares correspondence and reports on the implementation and effectuation of the general plan; prepares the departmental budget, attends meetings and speaks at public ga"therings. EMPLOYMENT STANDARDS Education equivilJ.ent to graduation from an accredited college or universit1 wit.h specialization in city planning, architecture. landscape arChitecture. civil engineering. geography or related fields and four years experience in city, county. or regional planning. Knowledge of theor;y, principles. and practices of public agency planning and zoning; the State Planning Act and Subdivision Map Act, and pertinent Cit7. Count1 and State laws and regulations affecting planning; Statistical and research methods. Ability to coordinate and supervise the work of subordinate employees; prepare. organize and conduct research studies utilizing m~ sources of information; utilize the data from a variety of governmental studies; speak effective~ in public; prepare clear and comprehensive reports; establish and maintain effective relationships with public groups and organizations. ~--- , J, ':,sl . . ~~ .
