A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEAL BEACH, CALIFORNIA, PROVIDING,AUTHORIZATION
TO SIGN DEMANDS AND CHECKS FOR THE WITHDRAWAL OF
FUNDS ON DEPOSIT WITH THE BANK OF AMERICA, SECURITY
PACIFIC NATIONAL BANK AND UNITED CALIFORNIA BANK;
AND RESCINDING RESOLUTION NUMBER 2128.

WHEREAS, there are certain funds of the City of Seal Beach on deposit with
the Bank of America, Security Pacific National Bank and United
California Bank; and
WHEREAS, Thomas E. Blackman is the duly elected Mayor of the City of
Seal Beach; D. Barry Morgan is the duly elected City Treasurer;
Jerdys Weir is the duly appointed Deputy City Treasurer; Dennis
Courtemarche is the duly appointed Finance Officer of the City
of Seal Beach; and Denis Thomas is the Finance Officer's Financial
Designee;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE:
Section 1. That the signatures of Thomas E. Blackman, D. Barry Morgan and
Dennis Courtemarche shall be the signatures required on all demands, checks
and drafts of the City of Seal Beach addressed to the Bank of America,
Security Pacific National Bank and the United California Bank, authorizing
the withdrawal of funds of the City of Seal Beach on deposit with said bank,
except that the signature of Jerdys Weir may appear in lieu of the signature
of D. Barry Morgan; the signature of Denis Thomas may appear in lieu of the
signature of Dennis Courtemarche and said persons are authorized and directed
to sign such documents and signature cards as may be required by said banks
in order that said banks are authorized to honor demands, checks and drafts
of the City of Seal Beach for the withdrawal of funds on deposit in said banks.
Section 2. Upon any demands, checks or drafts of the City of Seal Beach
addressed to said banks upon which the personal signatures of D. Barry Morgan,
or in lieu of D. Barry Morgan, Jerdys Weir, and Dennis Courtemarche, or in
lieu of Dennis Courtemarche, Denis Thomas, the signature of Thomas E. Blackman
may appear thereon by a rubber stamp facsimile of the signature of Thomas E.
Blackman, and said bank shall be authorized to pay demands and drafts so
signed regardless of by whom or by what means the facsimile signature of
Thomas E. Blackman may have been affixed.
Section 3. Resolution Number 2128 is hereby rescinded.
Section 4. The City Clerk shall certify to the passage and adoption of this
resolution and is authorized and directed to deliver to said Bank of America,
Security Pacific National Bank and United California Bank, a certified copy
thereof. '
