A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEAL BEACH, CALIFORNIA, ESTABLISHING A
LIST OF CONSULTING FIRMS QUALIFIED TO PREPAllE
ENVIRONMENTAL IMPACT REPORTS FOil THE CITY OF
SEAL BEACH.
WHE1lEAS. the City has established procedures for the adoption of Environmental
Impac:.t Reports; and
WH~, projects may be proposed by other than the local agen~y which will
require the preparation of Environmental Impact Reports; and
WHEREAS, the City is responsible for preparing or overseeing the,preparation
of said Environmental Impact Reports; and ..
WHEREAS, a number of consulting firms have requested to be p~ced C!D a city
list of firms qualified to prepare Environmental Dapact Reports for the City;

WllEBJ!:AS, data was reviewed regarding the various consulting firms past
accomplishments and depth of personnel.

NOW, THEREFORE, BE IT RESOLVED that the City of Seal Beach hereby edopted the
following list of conaulting firms qualified to prepare Envirol\lllental Impact
Reports for the City of Seal Beach.

Envirolllllental Quality Control Board are hereby directed to cooperate with an
applicant in selecting a lIIUtually agreeable firm frOlll the list above to prepare
an Envir01llllental Impact Report when it has been determined that such a report
is required.

Dear Mr. Neprud,
This letter fozmalizes our telephone conversation relative to the fO:EIl\ation of
NOR ASsociates. Previously under the "corporate wnbrella" of W. Duane Niles &
CGmpany, NOR Associates now emerges as a separate entity still encompassing all
of the disciplines and expertise and personnel recognized in previous years.
NOR Associates is under the direction of Eric A. Nordhausen, Coastal Zone and
Environmental Consultant as well as Principal Consultant, who has been provid-
ing environmental consulting and progra1\l leadership services to various agen-
cies on the federal, state and local governmental levels since 1968. Those
previously affiliated with Mr. Nordhausen have agreed to maintain their asso-
ciative arrangement with him and NOR Associates.

The philosophy of the finn remains consistent with previous declarations I that
is, that public and private plans and programs must integrate many environmental
considerations so that the long-te:EIl\ goals are beneficial to a majority of people,
are economically feasible, and conserve resources and amenities. In implemen-
'ting this philosophy there are two basic responsibilities to be fulfilled to
the City of Seal Beach,
1. A responsibility to the City staff and council to assist
in providing basic environmental data necessary to opti-
mize land-use planning consistent with economic and
socio-political considerations.
2. A responsibility to support the City in providing various
state, regional, and local public agencies wi~~ assurances
supported by definitive data, that the land-use and devel-
opment plans are consistent with the pub lic interest to
maintain the integrity of the environment and yet maintain
or improve their life-style.
The basic capabilities and personnel information provided under W. Duane Niles
letterhead is still pertinent to NOR Associates. If there are any questions,
or if another copy of the capabilities information is desired, please advise
either at 637-0401 or 776-3400.
