RESOLUTION NUMBER 2301
A RESOLUTION OF THE CITY COUNilL OF THE CITY
OF SEAL BEACH, CALIFORNIA ADOPTING A POliCY
ON CLEAN AIR
WHEREAS, air pollution in the Southern California-Los Angeles air
basin contains more than eight times the maximum level of pollutants
as determined by the Federal Government to be harmful to human health;
and
WHEREAS, none of the measures proposed by the Environmental Protection
Agency is capable of providing and maintai~ing a clean air level in this
area without causing catastrophic adverse impacts on our economy; and
WHEREAS, all cities in Orange County desire to achieve and',maintain
clean air for a healthy environment and recognize that there is no
single solution to the complex problem; and
WHEREAS, it is necessary to have the voluntary cooperation of all cities
in Orange County in order to meet this objective effectively.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Seal
Beach that the policy statements below be presented to the E.P.A. as a
positive alternative to schieve clean air standards in Orange County:

I. In order to reduce emmissions for private automobiles,
a viable public transportation system must be developed in
Orange County that is convenient, efficient and economical.
This will require substantial Federal financing both for
tonstruttion and operation of the transit system.
2. The major thrust of obtaining clean air should be in the
development of the clean engine, and the entire burden should
not fall on the consumer; this research effort should be a
top priority national goal, and the Federal Government should
initiate a massive Federal funding effort commensurate with
this need.
3. Existing clean air emission control systems must be properly
maintained to insure their effectiveness. A uniform national
periodic mandatory testing program should be instituted naming
the penalties for violations.
4. The price and quantity of gasoline should be determined
primarily by the private enterprise system in a free marketplace
to maximize incentives both for the development of additional
quantities of gasoline and for the development of alternate
fuel sources.

5. All cities must retain their traditional responsibilities
in land use planning and the regulations to improve air quality.
6. All cities should participate in the development of a specific
program to improve air quality.
7. Major efforts whould be made to develpp the simplest and most
cost effective automotive pollution control device.,

BE IT FURTHER RESOLVED that this City Council opposes the adoption
of SB 1543 and all similar proposed legislation contrary to the
policy statement above.
The City Clerk is hereby directed to transmit copies of this
resolution to the appropriate State and Federal legislators and
to the Orange County League of Cities.
PASSED, APPROVED, AND ADOPTED this 25th day of March, 1974 by
the following vote:
AYES: Councilman Blackman, Dunn, Holden, McKnew, Sales
