RESOLUTION NUMBER 2309
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEAL BEACH, CALIFORNIA, AUTHORIZING CERTAIN
WORK TO BE DONE WITH RESPECT TO THE BEVERLY
MANOR RESERVOIR ON AN URGENCY BASIS.
The City Council of the City of Seal Beach does nesolve as follows:
Section I. Defects have been discovered in the structure of Beverly
Manor Reservoir which has resulted in breaks in the lining, gunlte
and berm walls, resulting in the escape of water which has caused
settling and further construction failures.
The employment of consultants, testing agencies, and contractors for
the necessary corrective work is of urgent necessity for the preservation
of life, health or property, and accordingly contracts therefore may be
let without advertising for bids pursuant to Section 1010 of the Charter
of the City of Seal Beach:
Section 2. By reason of the facts stated in Section 1 and the further
fact that said Reservoir is a vital part of the water supply of the
City and the imminence of the summer and increased water demands the
repair of said Reservoir is urgent and should not be delayed for the
time periods and procedures required for competitive bidding.
