A RESOLUTION OF THE CIT'f COUNCIL OF THE CITY OF
SEAL BEACH stlPPOllTING THE PASSM;E OF S.B. 2133,
A BILL ESTABLISHING A COMPREHENSIVE NEW STllUCTURE
TO GOVEBN THE EMPLO!MENT RELAlIIOHSHIPS OF CITY,
COUNTY AND SPECIAL DISTIlICT EMPLOYEES,
WHEREAS ,
the City Counc:l.1 of the City of Seal Beach is deeply concerned
w:l.th Employer - Employee labor re:latiOlls of City ,County and
spec:l.al d:l.stricts; and
WREREAS ,
S.B. ~133 is a product of two years of effort by a special
joint Labor ReletiDllS Task Force sponsored by the League of
California Cities and the County Supervisors Association of
California which resulted in this new pub1:l.c sector labor
relatiOlls ler:islatiOll; and
WHEREAS,
S.B. 2133 would replace the Keyers-Ki1:l...-Brown Act with
legislation which reco~izes the inherent dist:l.nctiana
between public and private employers and bu:l.1ds a structure
which protects the interests of the general public wh:l.1e
also ..suring pub1:l.c employees of a fair and equitable wage
and benefit package; and

WHEREAS, a process for resolving disputes during negotiations, this
legislation provides for a process for mediation, and fact-
finding at the request of either party, and would alao require
public disclosure of the fact-f:l.nder'e recommendations if
either side refuses to accept such recommendations, which is
a procedure designed to bring substantial public criticism to
beer upon either the elected representatives or the employee
representetives should either party act II!1reasonably in
their labor relations relat:l.OIIship, an aspect of negotiations
presently needed; and
WllBREAS, the bill proposes formal collect:l.ve negotiations, a ban on
strikes, a state board called The Public Employment Relatiana
Board, and a process for resolving disputes while also
protecting the local tax~er by requ:l.r:l.ng the e~cted local
official to make the final determination on these matters
which so seriously affect the local gove1'lllll8llt budget; and
WHEREAS, the Pub1:l.c Employment RelatiOlls Board. or a local board
ect:l.ng in compliance w:l.th the state board w:l.ll llrovide an
inst1'UllHlftt to resolve disputes between pub1:l.c employer and
employee thus assuring the service continuity needed :I.n
government;
NOW. TIIEllEFORE, the City Counc:l.1 of the City of Seal Beach does hereby
support the passage of S.B. 2133, a bill estab~shing a comprehena:l.ve
new structure to govern the employment relations~s of Ci County
and special district loyees. DATED this day of . 197

Section 3. The City Clerk shall post notices of said proposed vacation
conspicuously along the line of those portions of Seal Way Alley
proposed to be vacated at least ten days before the date of ~aid
hearing., Such notices shall be.pr~pared and posted pursuant to the
provisions of Section 8322 of the Streets and Highways Code.
Section 4. This resolution shall be posted in the three public places
designated for the posting of ~rdinances of the city.
