A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEAL BEACH, CALIFORNIA, APPROVING AN AGREE-
MENT BETWEEN THE SEAL BEACH SCHOOL DISTRICT
AND THE SEAL BEACH REDEVELOPMENT AGENCY.
WHEREAS, The Redevelopment Agency desires to enter into an Agree-
ment with the Seal Beach School District regarding payment for
the installation and construction of District improvements of
benefit to the Riverfront Redevelopment project Area7
NOW, THEREFORE, The city Council of the city of Seal Beach does
hereby resolve as follows:
1. It is hereby determined that at least $150,000
of the cost of the buildings, facilities, structures,
and other improvements of the McGaugh Intermediate
School and the Zoeter Elementary School is of bene-
fit to the Project Area.
2. The Agreement attached hereto as Exhibit "A"
is hereby approved, and the Agency Executive Director-
Secretary is hereby authorized to sign and execute
the Agreement for the Agency.
PASSED, APPROVED, AND ADOPTED by the City Council of the
Seal Beach, alifornia, at a meeting thereof held on the
day of , 1971, by the following vote:

This Agreement is entered into this 10th day of May
1971 by and betlqeen the HEDEVELOP14EN1' AGENCY QJ,' SEAL BEACH
("Agency") and the SEAL BEACH SCHOOL DJ"STRICT ("District").

1. . 'l'he Agency is carrying out the HiverfJ:ont Redevelopment
Project pursuant to ,a redevelopment plan adopted by the City Coun-
cil of the City of Seal Beach.
2. The Riverfront Redevelopment Project area includes a
portion of the same area included in the Dis'crict' s boundaries.
3. 'fhe pri "ate development taking place and to take place
in thf! Project area is increasing the population of children who
are or will be attending the schools of the District, and that such
population in thc Project a:rea has already been increased by 60.
4. 'l'he Dist.rict .has completed the installation and construc-
tion of buildings, facilities, structures, and other improvements
owped by the District and of benefit to the Project area at the
~lcGaugh Intermediat.e School and the Y.oeter Elementary School. 'I'he
facilities at theRe schools are used not only for formal education-
al purposes for children but also for comrouni ty-.ride pUJ:poses, in-
cluding but not limited to recreation, athletics, adult education,
nursery schools, clubs, cultural activities, public meetings, ]f!arn-
i.ng resources, ch<.ri ty events, etc.:. --.. .
5. All of the educational and other uses are of great and
direct benefit to the Project area and arE". p3:ovided without fee or
'charge to the public, the City, or the lIgcncy; and, moreover, until
t.he (lebts of the Project are paid the proplHty .taxes levied on any
iricrease i.n assessed valuat.ion in the Project area will go to the
Agency. Such free use of District buildings and services is
unusual and of great benefit to the Project area.
6. The Agency as permftted by.laVl desires to pay part of
the value of the cost t.o the District of the installation and con-
s.truct}on of t.he ~lcGaugh and Y.oeter sC!lOols, particularly with re-
lationship t.O such (,ommuni ty-wide faci Ii ties as the T"earning
Resource Center, flocdlighting of the baseball field, and handball
cou:rts.

2. The Agency agrees to pay the District the sum of '$137',500

1. I The District agrees to continue Lo provide the services

5. The Agency and the District agree that if the Agency
is dissolved, if the l~edevelopment Project is terminated, or if
no tax incre:nents arc vithheld, the debt of the Agency established

6. The l.gency and the DIstr.ict agree thnt on or he fore
June 1, 1976 the Age)1CY and the District ~lill negotiate for a
further agreement regarding school distr~ct activities of benefit
to the l'ro;jec:t and the further use of tax increments by the Agency.
7. This Agreement is subject to approval by the City Council
of t.he City of Seal Beach. -"-',
